Overview

The role involves assessing Enabling Framework Conditions (EFC) for accessing climate finance at the sub-national level in Shimla, India. The consultant will identify gaps and opportunities, provide recommendations, and suggest a roadmap for implementation.


Key Responsibilities
  • Identification of relevant stakeholders & pre-evaluation of EFCs for Shimla, India
  • Organize and lead multistakeholder workshops with National and Local Government
  • Draft outline of project activities
  • Develop a draft of the EFC reports
  • Validate data through online and in person consultation workshop with municipal and state government officials and experts
  • Identify gaps in the four dimensions of the assessment: climate policy; climate data; budget and finance; vertical and horizontal coordination
  • Provide operational recommendations to address gaps across four dimensions
  • Organize and lead consultation with multistakeholder workshop
  • Draft EFC report
  • Organize and lead the second multistakeholder workshop (as needed)
  • Integrate comments from UA project, steering committee members and knowledge partners
  • Final launch workshop held
  • Undertake meetings with different stakeholders and present the final report
  • Revise and finalize the report based on feedback received
  • Contribute to the launch of report and present the findings and recommendation
  • Deliver all outputs to the project manager by email in MS word, MS Excel, and MS PowerPoint
  • Conduct desk research on existing initiatives and frameworks
  • Facilitate stakeholder engagement through meetings and workshops
  • Support research and validation processes, collection of primary data, establishing metrics for success, and facilitating collaboration and knowledge sharing
  • Collect data through primary and secondary research
  • Liaison with city officials
  • Conduct interviews with government officials, key experts and stakeholders
  • Arrange bilateral meetings with key government officials and experts
  • Undertake any supplementary work for organizing meetings related to the Urban Act project
  • Regularly report on the project milestones
  • Research on current trends in terms of state and city specific policies and guidelines of Himachal Pradesh & Shimla on Climate Change respectively
  • Oversee the systematization of data received from the city government and other entities
Required Experience

At least 10 years’ experience in sustainable development/Climate Finance related research and technical assistance. Experience and demonstrated publication history in working with governments in the North Indian region on sustainability, Climate risk, infrastructure and Climate finance. Experience working in North India on sustainable development and urban planning & Design is an added advantage.

Qualifications

Masters or a Post Graduate degree/diploma in sustainable development, public policy, social science, urban planning, economics or related discipline.

Languages Required
Fluent in English and Hindi in both writing and speaking.
Languages Preferred
Knowledge of India’s climate plans and policies, state action plan of Himachal Pradesh, including on data and research would be a distinct advantage.
