Overview
The National Gender, Environmental and Social Safeguards Specialist will support the formulation of Project Documents for GEF and assist in the implementation of ongoing GEF projects within FAO Viet Nam.
Key Responsibilities
- Support the formulation of Environmental and Social Assessment (ESA), Environmental and Social Management Framework (ESMF) / Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), Gender Action Plan (GAP), Grievance Redress Mechanism (GRM), and Indigenous Peoples Plan (IPP).
- Monitor and collect information on the implementation of plans and mechanisms for Project Progress Reports (PPR) and Project Implementation Reviews (PIR).
- Update project risk management plans.
- Liaise with Safeguards and Grievance Focal Point and RAP Safeguard Taskforce.
- Provide training to project teams and service providers.
- Compile gender analysis and support the development of a Gender Action Plan (GAP).
- Support the drafting of ProDoc sections relevant to gender and socio-environmental elements.
- Ensure gender considerations are mainstreamed throughout the PPG process.
- Identify negative implications/risks and potential mitigation solutions.
- Identify potential environmental risks and social concerns.
- Support the development of safeguarding instruments.
- Establish understanding of institutional requirements for adopting and implementing ESMF/ESMP.
- Review and support the formulation of arrangements for capacity development for environmental and social due diligence.
- Identify requirements for technical assistance to FAO, CSOs, service providers, and public sector institutions.
- Estimate a realistic budget for ESMF/ESMP implementation.
- Compile and analyse data on ethnic minorities.
- Contribute to the drafting of a ProDoc section summarising ethnic minority analysis.
- Support the development of an engagement plan for ethnic minorities.
Required Experience
At least 5 years of progressively responsible professional experience in environmental and social safeguarding.
Qualifications
University degree (Bachelor or Master) in Sociology, Anthropology/Environmental Management or related field.
