Overview

The MERL Specialist will design and manage programme monitoring, evaluation, research, and learning systems to enhance TVET youth employability through agribusiness incubation. The role ensures robust data systems, impact assessment, and compliance with donor and World Bank safeguard requirements.


Key Responsibilities
  • Develop and operate MERL systems, results frameworks, KPIs, and MIS.
  • Lead baseline, monitoring, and end-of-programme impact assessments.
  • Produce quarterly and final donor-standard reports.
  • Oversee programme-level environmental and social safeguard reporting.
  • Ensure ethical data handling, due diligence, and programme integrity.
  • Support adaptive management by translating evidence into learning.
Required Experience

Minimum 5 years’ experience in M&E for development projects, ideally in agriculture, entrepreneurship, gender, and social inclusion. Familiarity with World Bank safeguards and SDG alignment.

Qualifications

Bachelor’s/Master’s in Social Sciences, Development Studies, Project Management, Environmental Sciences, or related.
