Overview

Consultant to support the GPE Mid-Term Review (MTR) aligned with the Ministry of Education (MoE) Education Sector Performance Review in Ghana.


Key Responsibilities
  • Assess progress against the Partnership Compact using credible evidence, agreed indicators, and relevant sector performance data.
  • Review the validity of Compact's theory of change, enabling factors, assumptions, risks, and implementation conditions.
  • Facilitate inclusive and structured dialogue among government, development partners, civil society, and other sector stakeholders to build consensus on key findings and priorities.
  • Generate clear, prioritized, and actionable recommendations to inform adaptive management, decision-making, and follow-up with GPE.
Required Experience

Minimum of 8 years of progressively responsible experience in education sector planning, policy analysis, sector performance review, programme evaluation, or system-level education reform. Demonstrated experience leading or supporting mid-term reviews, joint sector reviews, education sector plan reviews, GPE Compact processes, ESPR processes, or comparable sector-wide review mechanisms. Strong technical expertise in evidence synthesis, theory of change analysis, results monitoring, bottleneck analysis, risk assessment, and formulation of practical recommendations for adaptive management. Proven ability to analyse and synthesize quantitative and qualitative education data and translate findings into concise, decision-oriented reports, memos, presentations, and stakeholder products. Strong facilitation, consultation, and stakeholder coordination skills, including experience working with government ministries, development partners, civil society, and sector coordination platforms. Excellent strategic writing skills in English, with demonstrated ability to produce high-quality analytical reports under tight timelines. Strong understanding of Ghana’s education sector, ESPR processes, and sector coordination architecture is a strong asset; experience in comparable Sub-Saharan African education reform contexts may also be considered. Familiarity with UNICEF, GPE, or other development partner procedures, quality standards, and reporting requirements is desirable.

Qualifications

Advanced university degree (masters) in Education, Public Policy, Development Studies, or related fields.
