Overview
The Education and Skills Development Advisor provides strategic technical leadership in basic education and skills development, ensuring interventions are embedded within the Integrated Programming Framework and aligned with the Country Strategy.
Key Responsibilities
- Provide technical counsel and strategic recommendations on program design, adaptation, and impact measurement for education and skills development interventions.
- Provide technical review and validate core program models, frameworks, and curriculum tools.
- Recommend and provide expert guidance on sector-specific project indicators and targets.
- Advise field implementation leadership on the systemic integration of foundational literacy, numeracy, and life skills development.
- Collaborate and agree with other sector advisors and Operations Managers to ensure basic education interventions are integrated with other sectors.
- Provide strategic capacity-building oversight to field implementation teams.
- Serve as the technical resource for the Resource Development (RD) during project ideation.
- Partner with the Resource Development team to appraise Private Non-Sponsorship (PNS) and grant opportunities.
- Actively represent WVDF in strategic national education networks and coalitions.
- Liaison and collaborate with the World Vision Regional Office (RO) and Global Center (GC) to provide guidance on international partnership standards.
- Serve as a key technical resource during regular national and field office operational planning, mid-term reviews, and reflection processes.
- Define and design the overarching technical capacity-building framework for field implementation teams.
- Oversee the technical standards, curation, and alignment of official guidance documents, project models, and intervention toolkits.
- Provide technical guidance on systematically capturing, documenting, and replicating field-validated best practices and innovations.
- Advise Operations Managers (OMs) and the SMEAL/SMIL team on the adoption and rigorous adherence to standard indicators across Area Programs (APs).
- Serve as the technical advisor for education interventions across the humanitarian programming.
- Collaborate with other sectoral advisors and field implementation team to establish technical standards and quality benchmarks for Education in Emergencies.
- Represent WVDF as the primary technical lead in Cluster meetings.
- Deploy to emergency zones as a technical specialist to assist HEA and field management in rapid situational assessments, project design verification, and the quality assurance of ongoing sector response interventions.
Required Experience
- Bachelor’s Degree in Education or any related course
- Master’s Degree in Educational Management , Early Child Care and Development, or any other related course is a plus
- Passer of the Licensure Examination for Teachers (LET) (preferred)
- Possess a strong background on basic educational program assessment , design, implementation, monitoring and evaluation particularly on child learning, child literacy, early childhood care and development.
- Proven experience in designing, implementing, monitoring , and evaluating education program related to basic education literacy and skills development
- With experience in humanitarian programming related to children in emergencies
- With proven experience in in developing age-appropriate life skills models and measurement for children aged 0- 6 , 6-1 2 , 12-1 8
- Have background in providing advisory work in diverse or complex structures
- Familiar in national local technical networks and with experience in representing and or leading organizations in networks
- Strong capabilities in data analysis, research, and community-based programming.
- Demonstrated problem-solving, interpersonal , communication and facilitation skills.
- Comprehensive knowledge of MS Office
Qualifications
