Project Analyst-Monitoring and Evaluation [Open to internal and external applicants]

Overview

The Project Analyst-Monitoring and Evaluation will support the planning, implementation, monitoring, and evaluation of project activities for the Cambodia Early Warning for All (EW4All) project. The role focuses on ensuring coherence across project outputs, tracking progress, supporting reporting, and promoting evidence-based decision-making.

Key Responsibilities

• Perform day-to-day management/coordination of projects, including developing work plans, monitoring activities, and preparing reports.
• Coordinate and contribute to the preparation of reports and documents, and develop terms of reference for consultancies.
• Coordinate with partners to prepare agreements and contribute to meeting preparation.
• Ensure Monitoring, Data Management, and Reporting, including progress reports and GCF Annual Performance Reports.
• Develop and implement project-specific M&E tools and conduct field-based monitoring visits.
• Collect, validate, and analyze quantitative and qualitative data.
• Oversee and ensure the implementation of the project's M&E plan and track progress against indicators.
• Support baseline assessment and identify potential bottlenecks.
• Facilitate mid-term and terminal evaluations, annual reviews, and produce analytical reports.
• Lead knowledge creation and dissemination related to project focus areas.

Required Experience

Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in monitoring and evaluation, project implementation, or result-based management.

Qualifications

Advanced university degree (master’s degree or equivalent) in Development Studies, Economics, Social Sciences, Public Policy, International Development, or related fields; or A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience.
