Overview

The Finance and Reporting Officer (P) will support and coordinate budgetary and financial functions for a UK Home Office funded programme in Somalia, Kenya, and Ethiopia, and the Regional Office in Nairobi.


Key Responsibilities
  • Provide support in monitoring financial management for the programme, including oversight of financial expenditure and accountability.
  • Undertake preliminary financial analysis, monitor budget control processes, and follow up on internal controls.
  • Provide technical support to Programme Managers and the Regional Programme Coordinator.
  • Ensure accounting data is properly entered into the ERP system and maintain accurate financial records.
  • Schedule and coordinate meetings to review burn rates, identify red flags, and provide guidance.
  • Provide assistance on procurement of beneficiaries' assets and inventory management.
  • Prepare the Regional Office’s Programme budget and coordinate budget preparation and revisions.
  • Inspect Payroll versus the programme budget.
  • Prepare financial reports for the Programme.
  • Liaise with relevant Units at HQ, Administrative Centres and the Regional Office.
  • Support administrative management functions in implementing missions.
  • Assist in forecasting cash flows and verifying programme funding.
  • Make recommendations on procedural improvements and contribute to staff training.
  • Provide support in facilitating the financial audit of the programme/project.
  • Monitor and review the implementing partner's financial reports and expenditures.
  • Coordinate with the Regional Resource Management Officer in processing payment transactions and other financial activities.
Required Experience
  • Two years of relevant professional experience with a Master’s degree in Accounting, Business Administration, or a related field; or four years of relevant professional experience with a Bachelor’s degree in the above fields.
  • Experience in accounting, financial management, and reporting.
  • Experience in preparing clear and concise financial and management reports.
  • Experience working in and with international institutions.
  • Experience with internal control assessment, internal or external audit.
  • Previous work experience in the Region is an advantage.
  • Previous working experience in emergency operations is an advantage.
Qualifications
  • Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution; or Bachelor’s degree in the above fields.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be an advantage.
  • Knowledge of International Public Sector Accounting Standards (IPSAS).
  • Knowledge of IOM/UN accounting system, software, and procedures, Common System regulations, policies, and procedures is a distinct advantage.
  • Familiarity with financial oversight and public administration is an advantage.
  • Knowledge of MS Office products and good computer literacy skills are required.

Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
