Construction Coordinator

Overview

The Construction Coordinator will provide technical leadership for infrastructure-related planning, supervision, and monitoring activities for the Salone Pikin 4 Play en Lan Outcome Fund Programme. This role ensures construction works are delivered safely, within scope, budget, and on time, meeting required ECCE service standards.

Key Responsibilities

• Conduct detailed infrastructural assessments of ECCE sites, ensuring designs incorporate child safety, gender, accessibility, and inclusivity.
• Provide technical designs, drawings, and relevant information for school-related construction works.
• Prepare Bill of Quantities (BoQ) and cost estimates for infrastructural improvements.
• Work with district WASH Engineers and Construction Engineers to ensure approved standards for construction/renovations are applied.
• Support supply chain team in preparing tender documents for construction service providers.
• Guide and support the procurement committee in technical analysis, bid review, and selection.
• Participate in the evaluation of technical and financial bids and proposals.
• Support the procurement committee in negotiating submissions and preparing contracts.
• Prepare and implement a quality assurance plan for construction service providers.
• Ensure construction activities comply with Government of Sierra Leone, EOF, and Plan International requirements, including health and safety.
• Facilitate orientation sessions with construction service providers.
• Carry out regular on-site monitoring and supervision, providing feedback.
• Organize regular coordination meetings with key project stakeholders.
• Prepare and submit weekly and monthly progress reports on works implementation and performance assessments.
• Participate in the review and certification of payment requests and issue certificates of completion.
• Support the development of local maintenance plans for ECCE infrastructure.
• Provide technical clarity and guidance in discussions with construction service providers.
• Support the preparation of reports and documentation for EOF.
• Work closely with local community leaders and district council teams to foster ownership and participation.
• Support the establishment and activities of temporary community Quality Control Committees (QCC).
• Identify opportunities to use locally available materials and labour.
• Participate in internal and external knowledge-sharing initiatives and Communities of Practice (CoP).

Required Experience

Experience in construction coordination, technical leadership for infrastructure planning, supervision, and monitoring. Experience in ensuring construction works are delivered safely, within scope, budget, and on time, and in full compliance with approved designs and specifications, and meet required ECCE service standards. Experience in collaboration with government agencies, donors, and local partner NGOs. Experience in conducting detailed infrastructural assessments, incorporating child safety, gender, accessibility, and inclusivity considerations. Experience in providing technical designs, drawings, and relevant information for construction works. Experience in preparing Bill of Quantities (BoQ) and cost estimates. Experience in working with district WASH Engineers and Construction Engineers. Experience in supporting supply chain teams in preparing tender documents.
