Overview

Consultant to strengthen capacities to detect, prevent, and investigate CSAM related crimes, with attention to the specific needs of boys and girls, and to provide investigators with practical OSINT techniques, intelligence-led policing, criminal analysis, and digital forensic methods.


Key Responsibilities
  • Designing and delivering training-hackathons on investigation crimes involving CSAM and human trafficking.
  • Promoting interdisciplinary collaboration between field officers, investigators, and prosecutors during training sessions using gender-sensitive, victim-centred and trauma-informed approaches.
  • Conducting structured training sessions on OSINT, intelligence-led policing, digital evidence handling, and virtual asset tracing in accordance with the simulated scenario.
  • Providing support to participants during hackathon, assisting with investigations, and ensuring that appropriate methods are applied.
  • Participating in team planning meetings before each hackathon and during its delivery.
  • Contributing to post-hackathon reporting, including lessons learned, improvement recommendations, and participant outcomes.
Required Experience

Minimum of 5 years of working experience in one or more of the following areas: Cyber investigation, Digital forensics, Criminal/intelligence analysis, and/or Combatting online child sexual exploitation. Practical experience using digital investigation tools, OSINT, social media analysis, digital forensics, or electronic evidence analysis. Experience in designing and delivering training programmes for law enforcement and/or relevant practitioners. Knowledge of Ukrainian legislation, policies, and practices relevant to cyber investigation.

Qualifications

First-level university degree in Information Technology, Law, Social Science, Criminology, Cybersecurity Analysis or related. An advanced degree would be an asset. Relevant professional training or certifications in the investigation of human trafficking, cybercrime, or law enforcement will be considered an asset.

Remuneration
applicants are requested to indicate their proposed daily rate for the foreseen services. The remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables and the degree of technical expertise required.
