Overview

The consultant will plan, coordinate, and conduct Maritime Law Enforcement (MLE) training and tabletop exercises across countries in the Gulf of Aden and Red Sea region. The role aims to provide technical assistance in coordinating, implementing, and delivering capacity-building projects to ensure MLE units are operationally active in maritime security and crime detection.


Key Responsibilities
  • Coordinate with countries and agencies to identify assistance needs.
  • Prepare MLE training materials.
  • Provide MLE technical assistance.
  • Elaborate End of Activity Reports and mission reports.
  • Contribute newsletter inputs.
  • Support coordination of UNODC GMCP activities.
  • Identify training needs and review operational/logistics.
  • Complete monitoring and evaluation requirements.
  • Submit photos and written descriptions for visibility materials.
  • Upload documents to Basecamp and SharePoint.
  • Prepare Information Management Sharing TTX curriculum.
  • Facilitate National Information Sharing training and TTX.
Required Experience

At least 7 years’ experience as a police officer, member of a defense force, or a maritime security organization, with maritime law enforcement experience is required. Experience in providing riverine and small craft training to police/defense forces is desirable. Experience policing in post conflict conditions is desirable. Experience as a police/defense forces trainer is desirable. Experience of training in an international environment is desirable. Basic IT skills are desirable.

Qualifications

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Knowledge of another United Nations official language is an advantage.
