Overview

The Project Analyst-Monitoring and Evaluation will support the planning, implementation, monitoring, and evaluation of project activities, ensuring coherence across project outputs and promoting evidence-based decision-making.


Key Responsibilities
  • Perform day-to-day management/coordination of projects, including working with Responsible Parties to execute work plans and achieve targets.
  • Support the development of annual work plans and budgets, ensuring alignment with project objectives.
  • Monitor the implementation of activities by partners and provide guidance.
  • Coordinate and contribute to the preparation of reports and other documents.
  • Support the development of terms of reference for consultancies and participate in procurement processes.
  • Coordinate with partners to prepare Letters of Agreement, Memorandum of Understanding, and Low-Value Grants.
  • Contribute to the preparation of Board meetings and other relevant meetings, ensuring recommendations are addressed.
  • Coordinate evaluations, audits, and spot-checks.
  • Monitor project progress and participate in the production of progress reports meeting UNDP and GCF requirements.
  • Support the preparation of GCF Annual Performance Reports and other formal reporting.
  • Ensure the project's M&E meets requirements of the Government, UNDP Country Office, and UNDP-BPPS/VF Programme Support.
  • Develop and implement project-specific M&E tools, including field-based assessment protocols and data collection instruments.
  • Conduct regular field-based monitoring visits to implementation sites.
  • Produce comprehensive progress assessments examining quantitative and qualitative implementation experiences.
  • Collect, validate, and analyze quantitative and qualitative data from multiple sources.
  • Oversee and ensure the implementation of the project's M&E plan, including appraisal of the Theory of Change and Results Framework.
  • Track progress against indicators in the project's results framework.
  • Track progress of all performance indicators of all partners under the project.
  • Support the baseline assessment process and establishment of targets.
  • Identify potential bottlenecks and propose corrective measures.
  • Oversee/develop/coordinate the implementation of the stakeholder engagement plan.
  • Oversee and guide the design of surveys/assessments for monitoring and evaluating project results.
  • Facilitate mid-term and terminal evaluations of the project, including management responses.
  • Facilitate annual reviews of the project and produce analytical reports.
  • Support project site M&E and learning missions.
  • Visit project sites to appraise progress and validate reports.
  • Lead the process of knowledge creation and dissemination related to project focus areas.
  • Build the knowledge base, data, and support analytics for NAP-DRR, EW4All roadmap, and operational case to the Government.
Required Experience

Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in monitoring and evaluation, project implementation, or result-based management.

Qualifications

Advanced university degree (master’s degree or equivalent) in Development Studies, Economics, Social Sciences, Public Policy, International Development, or related fields; or A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience.
