Overview
Consultant role focused on the inception phase of a Green Climate Fund (GCF) project in Tajikistan, involving data collection, framework adaptation, stakeholder engagement, and report drafting.
Key Responsibilities
- Organize and facilitate the national Project Inception Workshop in Dushanbe.
- Secure formal agreements with the Tajikistan Committee for Environmental Protection.
- Form and convene the first Project Steering Committee (PSC) meeting.
- Map non-governmental, local civil society organizations (CSOs) and women's groups for field execution.
- Jointly with RAM, define the project's Theory of Change (ToC) against current 2026 climate data.
- Validate targeted geographic areas using updated climate vulnerability maps.
- Review and update the Environmental and Social Management Plan (ESMP).
- Jointly with gender focal point update the project's gender action plan to align with local context.
- Finalize the Annual Work Plan and Budget (AWPB) for Year 1.
- Draft standard operating procedures (SOPs) for financial disbursements.
- Define clear procurement pipelines for climate-resilient agricultural inputs.
- Setup institutional tracking systems for project co-financing commitments.
- Together with RAM, refine the GCF Performance Measurement Framework (PMF) indicators.
- Design the methodology for the upcoming comprehensive baseline survey.
- Establish linkages with the Community Feedback Mechanism
Required Experience
At least 3 years of experience in development of projects with components in climate finance, agriculture/rural development, agricultural value chain development. Experience working with government ministries or development partners in Tajikistan. Proven experience in developing GCF or other climate finance proposals. Experience in conducting stakeholder consultations and drafting consultation reports. Full literacy in Microsoft Office and excellent presentation skills. Strong analytical and drafting skills, with ability to synthesize technical information.
Qualifications
Advanced University degree in development studies, degree in Agriculture, Agriculture Economics, Natural Resource Management or a relevant field or First University degree with additional years of related work experience.
