Overview

The Associate Administrative Officer will assist with human resource activities, performance management, training, budget and finance, and general administration within the UN Support Office in Haiti.


Key Responsibilities
  • Assist with human resource activities such as attendance monitoring and training compliance.
  • Provide information on conditions of service, duties, privileges, and entitlements.
  • Support the hiring manager in the recruitment process.
  • Arrange and conduct interviews for candidate selection.
  • Assist in ensuring staffing expenditures are within budget.
  • Maintain contacts with the Integrated Mission Training Center for training programs.
  • Research and identify training opportunities.
  • Assist with the development of training programs and career development paths.
  • Assist in developing the unit’s work program and budget.
  • Monitor budget/work program and reallocate resources.
  • Follow-up pending entitlements, payments, and claims.
  • Contribute to the development of budgetary guidelines.
  • Assist in developing change management plans.
  • Assist with the development of a communication strategy.
  • Assist in reviewing and processing requests for classification.
  • Conduct research on precedents, policy rulings, and procedures.
  • Maintain information systems and generate reports.
  • Supervise support staff as required.
  • Perform other related administrative duties, including operational travel, monitoring accounts, vendor payments, space planning, and equipment/software maintenance.
  • Contribute to data collection and analysis, providing insights through visualizations.
  • Document requirements and background information for data analysis.
  • Facilitate and coordinate visa requests for international staff, consultants, and visitors.
  • Arrange office accommodation for newly arrived staff.
  • Liaise with relevant Government authorities for national administrative requests.
  • Facilitate the issuance of G4 visas for official travel.
  • Prepare meetings of the Head of Office/Senior Management with host country officials.
  • Perform other duties as required.
Required Experience

A minimum of four years of progressively responsible experience in administration, finance, accounting, human resources or management is required. The minimum years of relevant experience is reduced to two years for candidates who possess a master's degree. UN field mission experience or other UN Agencies or international field experience is required.

Qualifications

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, human resources management, finance, accounting, social sciences or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages Required
English and Spanish are required. English UN Level II (Reading, Writing, Listening, Speaking). Spanish UN Level II (Reading, Writing, Listening, Speaking).
Languages Preferred
Familiarity with function-related provisions of United Nations Rules, Regulations, Manuals and Policies is desirable. Specific knowledge of the UN administrative electronic tools, such as Umoja is desirable.
