Overview

The Administrative Officer (P4) role is responsible for managing human resources, budget, finance, and general administrative support within the United Nations Support Office in Haiti.


Key Responsibilities
  • Initiates and coordinates human resource activities including recruitment, placement, promotion, performance appraisal, and separation.
  • Provides expert advice on conditions of service, duties, responsibilities, privileges, and entitlements.
  • Represents the Department/Unit at Departmental Panels and appointment bodies.
  • Reviews post incumbency reports for vacancy management and staffing table control.
  • Leads, oversees, and coordinates the preparation and implementation of the work program and budget.
  • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
  • Monitors and controls budgetary allocations through regular reviews.
  • Establishes and maintains policies, procedures, standards, and tools for accounting, financial management, and control.
  • Implements and monitors support services including procurement, transport, travel, communications, and IT support.
  • Supports protocol activities and coordinates related administrative and official functions.
  • Supports assets’ life-cycle management activities.
  • Coordinates legal reviews of MOUs, contracts, claims, and litigation matters.
  • Oversees the implementation of delegation of authority frameworks and compliance monitoring mechanisms.
  • Supervises staff teams and provides advice on administrative and management issues.
  • Produces major/complex reports for management.
  • Provides expert guidance and leadership to junior staff.
  • Performs other related duties as required.
Required Experience

A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience in providing logistical support to non-UN military and police troops is required. Experience in overseeing the implementation of delegation of authority frameworks and compliance monitoring mechanisms is required. Experience in the UN or a similar international organization is required. Hands-on experience with UN administrative/financial policies and practices is required. Experience in collaborating with Sections to develop and implement tools to monitor the delivery of Mission Support functions is required. Experience in change management, development and implementation of new initiatives is desirable. Specific knowledge of the UN administrative electronic tools, such as Umoja is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
