Overview
The consultant will be responsible for engaging and securing stakeholder commitment to mobilize local and national resources for the effective implementation of the Multisectoral Strategic Plan for Cholera Elimination in the Democratic Republic of the Congo.
Key Responsibilities
- Identify and map local funding sources.
- Develop resource mobilization strategies.
- Support budget advocacy efforts and promote innovative financing mechanisms.
- Encourage community participation in resource tracking and accountability.
- Develop and implement communication strategies supporting advocacy initiatives.
- Produce policy briefs, infographics, and advocacy tools.
- Manage media relations and amplify key messages.
- Document and promote best practices.
- Design and implement monitoring and evaluation frameworks.
- Track political and financial commitments.
- Assess the impact of interventions and advocacy efforts.
- Capture lessons learned and produce reports.
- Coordinate multi-stakeholder platforms.
- Strengthen the capacities of civil society organizations, local leaders, and communities.
- Facilitate community participation and promote local ownership.
- Participate in regional and international forums and networks.
- Provide technical support in the development of advocacy strategies.
- Participate in technical meetings with the Minister’s Cabinet and specialized Ministry of Health programs.
- Lead the preparation and organization of the National Cholera Forum.
- Organize effective resource mobilization seminars.
- Collaborate with other departments to ensure an integrated project approach.
- Provide advocacy and resource mobilization support to other countries covered by the CSP project.
- Strengthen the capacities of local teams involved in the development, implementation, monitoring, and evaluation of the PMSEC.
- Work with counterparts to develop Annual Operational Plans (AOPs), budgets, and investment cases.
- Maintain regular engagement with government authorities, NGOs, and communities.
- Facilitate multisectoral collaboration.
- Ensure the integration of cholera priorities into national policies and funding mechanisms.
- Establish regular monitoring and evaluation of PMSEC activities.
- Provide technical support on cholera prevention, control, and response.
- Organize and facilitate training sessions and workshops.
- Support the dissemination of the GTFCC Roadmap.
- Collect, analyze, and communicate performance data and areas for improvement.
- Work closely with government authorities, agencies, and NGOs.
- Align national activities with CSP regional priorities and objectives.
- Participate in national coordination meetings and share relevant information.
Required Experience
Minimum of 10 years of professional field experience in humanitarian or development programming is required. Minimum of 5 years of professional experience in resource mobilization and advocacy is required.
Qualifications
Relevant advanced university degree (Master’s level) in Social and Administrative Sciences, International Relations, Political Science, Communication, or a related field is required.
