Overview

This consultancy aims to strengthen the capacity to plan, coordinate, and deliver road safety training and education courses, and to serve as the GRSP Country Lead for Bangladesh, focusing on policy, advocacy, grants management, and capacity building.


Key Responsibilities
  • Coordinate and deliver road safety education, training, and capacity-strengthening programmes.
  • Undertake coordination and liaison with colleagues, external partners, faculty, speakers, and participants.
  • Act as the principal focal point for course implementation partners.
  • Lead or support nomination, outreach, and application processes for course participants.
  • Maintain oversight of operational planning and logistics for course delivery.
  • Contribute to agenda development, session design, speaker identification, and learning materials.
  • Travel to low and middle-income countries as required.
  • Serve as the primary GRSP focal point for road safety policy, advocacy, grants-related activities, and country-level partner engagement in Bangladesh.
  • Develop country-based objectives, advocacy strategies, and implementation plans for Bangladesh.
  • Support the implementation of country strategies.
  • Provide technical guidance and practical support to organisations advancing road safety laws, policies, and implementation measures in Bangladesh.
  • Assess policy and legislative gaps, situational context, stakeholder dynamics, and opportunities for programme advancement.
  • Develop, implement, and monitor capacity strengthening plans for grantee organisations and other relevant Bangladesh stakeholders.
  • Manage Bangladesh grants processes.
  • Maintain effective working relationships with stakeholders within the Bangladesh portfolio.
  • Represent GRSP at relevant meetings, consultations, events, and conferences.
  • Prepare regular reports on Bangladesh activities and contribute to the identification of suitable Bangladesh participants for GRSP leadership and training programmes.
Required Experience
  • At least 5 years of professional experience in road safety, public health, transport safety, policy advocacy, international development, or a related field.
  • Demonstrated experience in designing, coordinating, and delivering capacity strengthening, training programmes.
  • Experience in policy analysis, advocacy, and stakeholder engagement related to road safety or public policy.
  • Experience managing grants, projects, or programmes, including planning, monitoring, reporting, and partner coordination.
  • Experience working in multicultural and international environments with multiple stakeholders.
  • Experience preparing high-quality technical reports, workplans, and donor reports.
  • Experience working independently while managing multiple priorities and deadlines.
Qualifications
  • Advanced university degree (Master's) in Public Health, Road Safety, Transport Planning, Public Policy, International Development, Engineering, Law, Social Sciences, Education, or another relevant discipline.
  • A first-level university degree (Bachelor's) with extensive relevant professional experience may be accepted in lieu of an advanced degree.
  • Additional professional qualifications or certifications in road safety, project management, adult learning, or capacity development are desirable.

Work Modality
The consultant will primarily operate from their home location and will require excellent internet connectivity to allow them to communicate seamlessly through digital medians. There will be requirements to connect to calls and remote meetings outside normal business hours to accommodate connection with internationally based partners. International travel is required from time to time, including travel to low and middle-income countries, subject to operational need and approval.
Remuneration
Consultancy rates that are consistent with rates in the location the appointee is resident will be offered.
