Overview
The Economic Recovery Coordinator functions as a technical coordinator within the Economic Recovery (EcRec) sector in Lebanon, contributing to strategy development, proposals, technical documents, and tools, while technically supporting the entire program within Lebanon and overseeing country activities.
Key Responsibilities
- Design, technical support, and supervision of Economic Recovery activities in the country
- Provide technical leadership within working groups, exploring opportunities for harmonization across humanitarian actors
- Provide technical support of project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews
- Lead capacity building programs for Economic Recovery staff
- Formalize and develop program related operational and technical tools and training modules
- Adapt SOPs as needed and ensure alignment with DRC country strategy and sector best practices
- Conduct regular field missions to provide technical and operational guidance, support, and supervision
- Ensure integration of Economic Recovery activities with other DRC sectors
- Ensure the highest quality of sectoral interventions involving cash, and coherence between all cash projects
- Support DRC program teams and local implementing partners in compiling quality reports
- Provide detailed oversight of technical specifications of in-kind and cash transfer modalities
- Coordinate, plan and monitor all cash related activities
- Design, revise, and develop MPCA standard operational procedures
- Represent DRC via active participation in the Livelihoods Sector, Food Security Sector, and Cash Working Group
- Act as the primary focal point and collaborate with relevant internal and external technical experts
- Ensure close cooperation with donors, government counterparts and coordination mechanisms
- Coordinate, contribute and engage with stakeholders undertaking social protection schemes
- Develop and strengthen relationships with local partners and DRC colleagues
- Collaborate with different entities and focal points within DRC at the regional and global level
- Drive the development and growth of the Economic Recovery programs
- Ensure risk assessments and mitigation measures related to EcRec programming are in place
- Contribute to the development of Economic Recovery Strategy across three pillars
- Identify and develop strategic and complimentary entry points for DRCs Economic Recovery programme
- Drive new initiatives to expand activities within the sector
- Identify and advocate for future opportunities to develop conflict-sensitive EcRec programming
- Develop project proposals/CNs and project revisions based on identified gaps and needs
- Oversee knowledge sharing across teams
- Ensure learning from the economic recovery programme is documented/captured, consolidated and disseminated
- Develop and/or review all cash indicators
- Ensure that the Ec/Rec dept maintains quality records of documentation
- Provide quality control and site monitoring
- Support accountability to affected populations
- Ensure strong information management and use of databases
- Develop and undertake needs assessments
- Conduct frequent rapid needs assessment of the situation in the event of emergency
Required Experience
Minimum 3-5 years of experience in the fields of working for international humanitarian organizations in complex settings, working on EcRec programming (cash/voucher, market based and employability/business dev/regenerative agriculture/climate integration) in Lebanon and/or the middle east. Minimum 3-years’ experience in a Coordination or technical coordination capacity. Strong experience in working with local and international partners, local/government authorities, and donor guidelines.
Qualifications
Masters degree in economics, international relations or related discipline.
