Overview

Consultant to evaluate the Africa Programme of Gender Statistics (APGS III) and develop its successor framework (APGS IV).


Key Responsibilities
  • Develop an evaluation framework and map stakeholders.
  • Conduct document review and key informant interviews.
  • Assess relevance, effectiveness, efficiency, coherence, and sustainability of APGS.
  • Review institutional and coordination mechanisms.
  • Deliver a Final Evaluation Report including achievements, challenges, lessons learned, and recommendations.
  • Develop a successor framework for APGS IV (2027-2031) including vision, strategic priorities, results framework, and monitoring mechanisms.
Required Experience

At least 10 years of progressively responsible work experience in programme evaluation; Strong expertise in gender statistics and African statistical systems; Experience with UN/regional programmes and multi-stakeholder coordination; Excellent analytical and report-writing skills.

Qualifications
  • Master’s degree in statistics, economics, development studies, gender studies, or related field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
