Overview

The purpose of the consultancy is to produce detailed, credible, and policy relevant cost estimates of the Uganda NCD Multisectoral Strategy to support implementation, financing, and monitoring.


Key Responsibilities
  • Review the Uganda NCD Multisectoral Strategy and relevant national policies, plans, and costing frameworks.
  • Agree on the costing methodology, assumptions, timelines, and output formats.
  • Prepare and submit an inception report.
  • Define cost components for strategic objectives, priority interventions, and activities across sectors.
  • Estimate unit costs using national data sources, standard norms, and validated assumptions.
  • Develop multi-year cost projections disaggregated by strategic objective, intervention, implementing sector, cost category, and year of implementation.
  • Document assumptions, data sources, and limitations.
  • Present preliminary costing results to WHO and the Ministry of Health and other sectors.
  • Incorporate feedback from technical stakeholders.
  • Revise and finalize the costing outputs.
  • Produce a final costing report and accompanying costing tools.
  • Prepare a concise presentation summarizing key findings, total costs, and financing implications.
Required Experience

Minimum of 5–7 years’ experience in health program costing, health financing, or economic analysis. Proven experience in costing national or sectoral health strategies or plans. Experience working with government institutions and development partners. Familiarity with noncommunicable disease (NCD) programs and multisectoral approaches. Experience in public sector planning, budgeting, and resource allocation processes.

Qualifications

Advanced degree (Master’s or higher) in health economics, public health, health policy, economics, or a related field.

Remuneration
Daily rate of Uganda Shillings 1,600,457 ($475) which amounts to a total of Uganda shillings 48 013,695 (USD 12750) in 30 days.
