Overview

Responsible and accountable for the implementation, oversight, and coordination of IOM Kenya’s Migration Management programme portfolio, including labour mobility, immigration and border governance, and migrant protection.


Key Responsibilities
  • Oversee and coordinate the implementation of country-specific policies and strategies pertaining to labour mobility, immigration and border governance, and migrant protection.
  • Identify and develop new projects and programmes to address migration management needs.
  • Ensure coherent and mutually supportive operation of project and programme components.
  • Provide timely, accurate, standardized, and adequate information to stakeholders.
  • Ensure alignment of programmatic planning with Government of Kenya priorities and inter-agency frameworks.
  • Recommend and ensure effective integration of cross-cutting issues in programming.
  • Guide and supervise staff responsible for project and programme implementation.
  • Coordinate and provide training to staff.
  • Identify new opportunities and participate in the development of project proposals.
  • Ensure compliance with institutional and donor reporting procedures.
  • Liaise with donor representatives and mobilize resources.
  • Undertake duty travel for needs assessments, project monitoring, liaison, problem-solving, and new project development.
Required Experience
  • At least five years of relevant professional experience with a Master’s degree, or seven years of relevant professional experience with a Bachelor’s degree.
  • Professional experience in the fields of labour mobility, diaspora engagement, immigration and border governance, and migrant protection programming.
  • Experience working in the implementation and delivery of migration management-related projects in a variety of contexts.
  • Strong project implementation and management experience, including project monitoring and reporting.
  • Demonstrated experience in policy and strategy development.
  • Experience working in complex settings requiring sound judgment and operational flexibility.
  • Previous work experience in East and Horn of Africa and the IGAD region in a similar capacity, in particular with the UN, is a strong advantage.
Qualifications
  • Master’s degree in Social Sciences, International Relations, Development Studies, Law, or a related field from an accredited academic institution; or, Bachelor’s degree in the above fields.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Languages Preferred
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
