Overview

International Consultant to develop the United Nations Moldova’s Cooperation Framework 2028-2032, guiding UN development support and alignment with national priorities and the 2030 Agenda.


Key Responsibilities
  • Undertake Desk Review and develop Inception Report with methodology and work plan.
  • Develop and implement methodology for eliciting UNCT inputs on strategic priorities and theory of change.
  • Facilitate meetings/workshops with UNCT, Result Groups, development partners, adolescents/youth/other stakeholders, and a reference group of GoM partners.
  • Formulate zero draft Result Matrix and prepare first draft CF ToC and Results Framework.
  • Facilitate CF Strategic Prioritization Retreat (SPR) with all stakeholders.
  • Integrate comments and produce draft RF and final CF ToC and Result Framework.
  • Prepare final draft CF document including annexes, ensuring alignment with Moldova’s EU accession framework.
  • Prepare methodology for UNCT configuration exercise and its facilitation.
  • Develop presentation of the Cooperation Framework or other visualization products.
  • Submit final CF document accepted and approved by RC and JSC.
Required Experience

A minimum of 10 years of professional experience specifically in the area of international development initiatives in working with development organizations is required. Extensive knowledge of and experience in systems thinking and applying, qualitative and quantitative analytical methods; Ability to identify beneficiaries’ needs, and to match them with appropriate solutions – demonstrated in at least 3 initiatives. Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents – at least 2 engagements of similar nature. Strong understanding of the development and political context and working experience in the closer region as well as of EU accession context.

Qualifications

Advanced University degree in international development, economics, social sciences or related field; MA required, PhD an asset.
