Overview
The Head of Country Office (HoCO) is the senior representative of the Secretariat in Togo, assuming strategic leadership responsibilities for operations and programmes management. The role supports efficient and effective operations and programmes management, working closely with the Togo Red Cross Society to ensure timely and quality implementation.
Key Responsibilities
- Strengthening the local National Society (NS) to deliver services and to advocate on behalf of vulnerable people.
- Establishing and maintaining close working relations with the leadership of the country NS.
- Acting as a guide and providing advice to the Governance and Management of the NS.
- Ensuring that IFRC Secretariat delivers and provides quality support to the NS and core programmes are properly planned, managed and monitored.
- Leading resource mobilization for IFRC Secretariat and NS programmes in the country.
- Supporting the NS in its plans to strengthen their financial sustainability and resource mobilization efforts.
- Supporting the international cooperation capacities of the NS.
- Ensuring effective analysis of the humanitarian impact in-country of the IFRC five global strategic priorities.
- Facilitating the conditions to put in place the IFRC Renewal.
- Ensuring a regular monitoring mechanism to evaluate the progress of the NS.
- Coordinating, cooperating, and forming strategic partnerships.
- Ensuring effective Membership Coordination in the country.
- Facilitating cooperation and coordination in all programmes and operations between the host NS, PNS and ICRC.
- Building effective partnerships with a wide range of partners and stakeholders.
- Reinforcing understanding, application and engagement of the NS and Movement partners around the Movement Coordination for Collective Impact Agreement.
- Engaging with the Country Cluster Delegation on strategic relations.
- Supporting global IFRC initiatives.
- Developing effective humanitarian diplomacy.
- Representing IFRC at national events.
- Ensuring effective cooperation with ICRC and IFRC membership in the country.
- Contributing to the establishment of the AU Africa Humanitarian Agency.
- Reinforcing preparedness and readiness to respond to shocks.
- Reinforcing capacity for responding to all types of crises and disasters.
- Providing effective support to facilitate effective disaster response.
- Supporting the NS in the delivery of humanitarian assistance.
- Working with the Country Cluster Delegation team on the management of international appeals.
- Ensuring that an effective and relevant organizational structure is in place.
- Managing all staff under their authority.
- Ensuring the application of all established HR policies and procedures.
- Implementing the IFRC Secretariat's gender and diversity policies.
- Ensuring dissemination of the Code of Conduct for Staff.
- Ensuring sound financial management of the Secretariat's programming.
- Ensuring the quality and timeliness of the reporting of the IFRC Secretariat's programming.
- Maintaining regular management reporting.
- Ensuring highest standards of accountability.
- Ensuring sound risk management culture.
- Ensuring all IFRC personnel, assets, and operations are adequately protected.
- Reviewing security risk assessment of IFRC operations.
- Monitoring and analyzing security, political and socio-economic situation.
- Promoting Safeguarding.
Required Experience
- 10+ years of work experience in managing operations for a humanitarian aid organization and or development cooperation organization.
- 5+ years of experience at a senior management level.
- 5+ years of work experience including management in a Red Cross/Red Crescent National Society, IFRC or ICRC.
- 5+ years of experience of proven high-level communication skills backed by proven track record in programmes management.
- Proven results-based experience on relationship management and resource mobilization.
- Proven experience in people management.
- Proven record of security regulations implementation.
- Proven experience of working in the region.
- Proven experience in governance and leadership support.
- Proven experience of acting in a representational role and maintaining donor and partner relations.
Qualifications
- Post-graduate (i.e., Master’s degree or equivalent) in social sciences/development studies, strategic/programme management, management studies or other relevant discipline, or equivalent of qualifying experience.
- IMPACT course or equivalent knowledge.
