Overview

Provide technical and operational support to UN Women's Cash and Voucher assistance (CVA) in Afghanistan, ensuring quality, technical soundness, and responsiveness to the needs of women and their families. The role involves capacity transfer to strengthen UN Women's internal institutional capacity.


Key Responsibilities
  • Lead, oversee, and/or support the formulation, implementation, and quality assurance of UN Women’s CVA in Afghanistan, ensuring alignment with gender-responsive standards.
  • Provide technical assistance and capacity strengthening to personnel and partners on CVA, including designing and delivering trainings.
  • Lead, oversee, and/or support the design and/or management of information systems for beneficiary registration, deduplication, verification, etc., ensuring robust data management and protection, and adherence to UN Women’s data management policy and procedures.
  • Support the Programme Manager in the review existing procedures (SOPs) and guidance notes on CVA, and their roll out.
  • Actively engage with the Inter-Agency Cash Working Group (CWG) and relevant clusters to ensure UN Women’s gender-focused priorities are integrated into humanitarian response.
  • Develop and implement comprehensive monitoring frameworks and conduct regular field-level verification missions to ensure the accountability and safety of cash distributions.
Required Experience

At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, and monitoring/evaluation of cash-based interventions, preferably in humanitarian contexts; Proven experience designing and managing information systems, and technical proficiency using tools, such as KoBo Toolbox, ODK, or other mobile data collection and statistical software; Proven ability to work under tight deadlines, navigate multiple tasks simultaneously, and work effectively both independently and as part of multicultural teams; Desirable: Experience in designing and delivering CVA technical trainings to personnel and partners; Experience liaising with multilateral/bilateral entities, UN agencies, and donors; Experience working within the UN System and/or previous experience in the Afghanistan context.

Qualifications

Master’s degree or equivalent in Gender Studies, International Relations, International Development, or other social science fields is required; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.
