Overview
The Programme Management Officer will be responsible for the development, implementation, and evaluation of the Impact Hub’s Peacebuilding Data Platform, and coordinating evidence generation activities.
Key Responsibilities
- Participates in the development, implementation and evaluation of assigned Impact Hub’s Peacebuilding Data Platform; monitors and analyzes the platform’s development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting and user testing assignments, including with target audiences and relevant partners for the platform, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the Impact Hub will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy development, including the review and analysis of issues and trends related to peacebuilding impact, preparation of evaluations or other research activities and studies on this subject.
- Coordinates evidence generation activities such as ‘Impact Spotlight’ exercises, liaising with Headquarters teams, country-based partners and research organizations.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions relevant for the Hub’s efforts to generate evidence of peacebuilding impact.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, related to peacebuilding impact and measurement approaches.
- Provides substantive support to consultative and other meetings to strengthen the global community of practice on peacebuilding impact measurement, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities related to peacebuilding impact
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.
Required Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience with the UN, National Government or Non-Governmental Organizations (NGOs), or other relevant organization is required. Programme management and experience in peacebuilding or conflict prevention is required. Two years or more of resident experience in a relevant development setting is desirable. Experience in peacebuilding and/or peace operations within or associated with the UN system is desirable. Experience in liaising with government agencies, UN funds and programs, donors and other stakeholders, and training in M&E and results-based programming is desirable. Two years or more of experience in data analytics or related area is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) preferably in conflict and peace studies, political science, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
