Overview
The Compliance Analyst will ensure the proper implementation of compliance activities within the UERP/URP framework loans provided by the EIB, supporting project implementation, procurement, and financial operations.
Key Responsibilities
- Ensure implementation of compliance-focused activities and delivery of results aligned with UN/UNDP and EIB rules.
- Contribute to work plans for timely project activity execution.
- Provide technical support to establish project cycle profiles with compliance milestones.
- Identify and implement cost-saving and efficiency strategies aligned with compliance protocols.
- Participate in working group meetings to integrate and communicate compliance priorities.
- Conduct field site visits to monitor project implementation and adherence to compliance standards.
- Ensure procurement activities comply with Ukrainian legislation, UNDP/EIB rules, regulations, and ethical standards.
- Monitor procurement processes for fairness, transparency, and competitiveness.
- Strengthen beneficiary capacity through training on procurement compliance.
- Review contracts and amendments, confirming cost increase justifications and compliance.
- Maintain documentation of procurement processes and prepare compliance reports.
- Identify procurement risks and recommend innovations for transparency and efficiency.
- Support preparation of financial reports, including disbursement reports and forecasts.
- Monitor financial activities for compliance with regulations and SOPs.
- Contribute to mechanisms addressing financial management deficiencies.
- Analyze project financial performance, identifying risks and recommending corrective actions.
- Support transparent and accountable financial management practices.
- Document and share best practices and lessons learned in compliance monitoring.
- Contribute to knowledge networks and communities of practice.
- Support establishment of knowledge platforms for compliance insights.
- Develop knowledge products to strengthen understanding and application of compliance measures.
Required Experience
Applicants with a Master’s degree (or equivalent) are not required to have professional work experience. Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience at national or international level in public sector procurement management, project development, finance management, accounting, auditing, engineering or related fields.
Qualifications
Advanced university degree (Master’s degree or equivalent) in Finance, Accounting, Auditing, Business Administration / Management, Public Administration, Economics, Law, Engineering or other related disciplines is required, or A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
