Overview

Support a project to undertake a capacity needs assessment for ocean governance actors and develop a capacity building programme. The role will focus on strengthening regional and national capacities to coordinate and collaborate on shared ocean governance.


Key Responsibilities
  • Develop an inception report with a detailed workplan and stakeholder engagement plan.
  • Prepare a comprehensive capacity needs assessment report.
  • Prepare a comprehensive capacity development programme.
  • Prepare training materials/tools and lead a three-day in-person regional training workshop.
  • Produce a comprehensive workshop report and update the needs assessment report and capacity development programme.
Required Experience

A minimum of 5 years of professional experience in complex national and regional multi-stakeholder change processes at the strategic and technical level is required, with at least 4 of those years focused on marine and coastal-related projects. Broad knowledge of key ocean governance topics of the Western Indian Ocean (WIO) region and specific knowledge of the Regional Ocean Governance Strategy is required. Experience engaging and working with relevant WIO ocean governance actors both virtually and in-person is required. Expertise in leading complex regional consultation processes, including virtually; designing robust capacity building programs for stakeholder engagement, dialogue, and collective leadership; preparing, facilitating, and documenting related in-person and/or online trainings; and supporting actors in co-designing and activating implementation structures is required. Demonstrated competency in technical writing and critical review of documents is required. Demonstrated ability to work within very short timelines with minimum supervision and still deliver quality assignments is required.

Qualifications

Advanced university degree (a Master's degree or equivalent) in Environmental Governance, Natural Resources Management, Education or similar disciplines is required.
