Overview

Consultant to develop a three-year TVET strategy, enhance partnerships, and mobilize resources for the TVET Programme in Syria.


Key Responsibilities
  • Conduct comprehensive review and analysis of the TVET sector and labour market.
  • Develop programmatic pathways for sustainable livelihoods.
  • Organize stakeholder consultations and facilitate workshops.
  • Lead the development of a three-year TVET Strategy.
  • Develop a financing and sustainability framework.
  • Support donor engagement and partnership development.
  • Prepare concept notes, briefing papers, and knowledge products.
  • Review and recommend measures to strengthen instructor training and private sector engagement.
  • Provide technical recommendations on UNRWA's contribution to the TVET sector.
  • Submit monthly progress reports and a final consultancy report.
Required Experience

Minimum 7 years of progressively responsible professional experience in TVET, skills development, workforce development, education, programme management, strategic planning, or institutional development. Demonstrated experience in developing TVET strategies, sector plans, institutional development frameworks, or similar strategic documents. Proven experience in donor engagement, partnership development, concept note preparation, proposal development, and resource mobilization. Experience working in fragile, conflict-affected, humanitarian, or recovery contexts. Strong understanding of labour market dynamics, private sector engagement, and employment promotion programmes. Experience in gender-responsive and inclusive TVET planning and implementation. Experience working with UN agencies, international organizations, development partners, or government institutions is highly desirable. Familiarity with UN programme management processes and donor reporting requirements is an asset.

Qualifications

Advanced university degree (Master’s degree or equivalent) from an accredited institution in Education, Technical and Vocational Education and Training (TVET), Development Studies, Business Administration, Economics, Public Policy, or a related field.

Knowledge of Arabic is highly desirable.
Contract Duration
Eight (8) months
Work Modality
Damascus, Syria, with travel to programme locations in the country.
Remuneration
Monthly fee of USD 9,870 equivalent to the P-4 level. UNRWA will arrange and cover inbound travel to the duty station at the start of the consultancy and outbound travel at the completion of the assignment. Accommodation will be provided by UNRWA in an approved hotel in Damascus for the duration of the assignment. Rest and Recuperation (R&R) travel will be granted every eight (8) weeks, subject to the applicable ICSC framework and UNRWA policies in force at the time. For each approved R&R cycle, the consultant will be entitled to five (5) days of R&R plus two (2) travel days. A travel lumpsum of USD 700 will be provided for each approved R&R cycle.
