Overview

Extended Term Consultant (ETC) to support World Bank Group-financed projects and programs by performing financial management duties and providing advisory and technical assistance.


Key Responsibilities
  • Oversee the FM fiduciary work program, ensuring quality, relevance, and timeliness of inputs; manage work planning and staff allocation; and represent FM views in key meetings.
  • Assess the adequacy of financial management systems for World Bank-financed projects, provide implementation support, supervise project financial management, and offer advice to borrowers and Bank Task Teams.
  • Lead efforts in defining practices for development policy lending, sector programs, and governance, and develop strategies for harmonizing FM approaches with other development partners.
  • Contribute to the use of country systems in Bank-assisted operations and support the development of public financial management, accounting, auditing standards, and institutional infrastructure.
  • Provide technical input into policy and strategic work, and support capacity building, governance, PFM work programs.
Required Experience
  • A minimum of five years of post-qualification experience in auditing or financial management, ideally with knowledge of public sector financial management.
  • Extensive experience in evaluating financial management systems, including budgeting, accounting, cash management, internal audit, financial reporting, and external auditing, ensuring robust oversight and compliance.
  • Knowledge of financial management systems in Bhutan across both public and private sectors, with familiarity in World Bank financial management practices and international standards such as IFRS, ISA, IPSAS, ISSAI, and the COSO framework.
Qualifications

Qualified professional accountant (CPA, CA, or equivalent) or a Master’s degree in accounting, business, finance, economics, or a related field.
