Overview

The ICLA Technical Coordinator provides technical oversight and support to legal aid partners throughout the project cycle, aiming to strengthen programme quality and compliance. The role contributes to legal research, monitoring, evaluation, donor reporting, and coordination to ensure effective legal aid programming.


Key Responsibilities
  • Lead and coordinate technical support to partners across all PCM phases.
  • Provide legal and technical support to partners on civil documentation, legal status, and housing rights.
  • Support the development and implementation of technical quality standards for legal aid partners.
  • Conduct regular technical reviews of partner case management systems and methodologies.
  • Assist in conducting legal research and producing analysis of laws, regulations, and policies.
  • Contribute to the identification of partner technical capacity needs and support capacity sharing plans.
  • Review partner narrative reports, case studies, and technical deliverables for donor reporting.
  • Support the documentation of promising practices, lessons learned, and legal trends.
  • Work closely with the MEL team to ensure legal aid indicators and data collection tools are technically sound.
  • Support partners in identifying and mitigating legal aid, protection, confidentiality, and data protection risks.
  • Represent the HPH in relevant legal aid, protection, and displacement coordination forums.
Required Experience

Experience in leading and coordinating technical support to partners across all PCM phases. Experience in providing legal and technical support on issues related to civil documentation, legal status, and housing rights. Experience in supporting the development and implementation of technical quality standards, guidance, SOPs and tools for legal aid partners. Experience in conducting regular technical reviews of partner case management systems, legal aid methodologies and service delivery approaches. Experience in assisting in conducting legal research and producing analysis of laws, regulations and policies. Experience in contributing to the identification of partner technical capacity needs and supporting the design, delivery and follow-up of partner capacity sharing plans. Experience in reviewing partner narrative reports, case studies, assessments and technical deliverables to feed into donor reporting. Experience in supporting the documentation of promising practices, lessons learned, legal trends and partner innovations. Experience working closely with MEL teams to ensure legal aid indicators, methodologies and data collection tools are technically sound. Experience supporting partners in identifying and mitigating legal aid, protection, confidentiality and data protection risks. Experience representing an organization in relevant legal aid, protection and displacement coordination forums, networks and technical working groups.
