Overview
The Grants Specialist supports the Grants Manager in managing the country programme’s grant portfolio, including proposal development, donor reporting, and ensuring compliance with donor requirements.
Key Responsibilities
- Manage and supervise internal and external reporting, ensuring high-quality, well-written, and timely reports meeting donor and DRC requirements.
- Facilitate review of reports by DRC’s headquarters and regional offices as per internal procedures, incorporate feedback received, and address questions and comments.
- Maintain grants system including grant files, project documentation, donor communication, trackers etc.; maintain overview of deadlines and requirements for financial and narrative reports, proposals, and amendment requests.
- Contribute to the writing and/or compiling of proposals; review proposals for consistency, compliance, language, and overall high quality, in line with DRC’s fundraising strategy.
- Provide expert advice for the specialised area of grants management and donor compliance.
- Review donor contracts to inform decision making during contract execution and implementation.
- Keep abreast of, interpret, and provide guidance to staff on donor regulations and policies; educate project staff on award compliance issues.
- Ensure quality information management related to grants (including DRC’s global grant management system and in-country documentation and trackers).
- Coordinate and facilitate Kick Off, Review and Closure Meetings for all grants with the aim to ensure donor compliance, operation/programme integration, logistics support, etc.
- Assist the Grants Manager in maintaining up to date information on donor priorities and funding opportunities.
- Assist the Grants Manager in updating grants processes and procedures and ensure compliance with DRCs Grants Management Handbook.
- Assist DRC Yemen Management team with donor liaison, communication, and/or negotiation as needed.
- Represent DRC in external meetings as assigned.
- Train programme and operation staff in donor compliance and grants management processes to enhance quality within DRC operations, including quality reporting and project cycle management.
- Contribute to the development of training materials and the facilitation of trainings in report writing and donor compliance for DRC staff and for local partners.
- Provide ad hoc support in report writing, proposal development, DRC-specific tools, and other topics, as needed.
- Conduct visits to field locations as possible/needed.
- Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy for Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, and Diversity (AGD) mainstreaming into DRC programming.
- Reviewing communication products developed by the Communication Officer, as needed
- Undertake any other duties as assigned by the Line Manager.
Required Experience
- At least three years of technical experience in grants management, including humanitarian and development funding, proposal writing, report writing, donor compliance and project cycle management
- Demonstrated experience developing and revising donor reports and proposals for EU and European countries donor, UN, and private donor.
- Experience managing proposal development and proposal writing processes for EU and European countries donor, UN, and private donor.
- At least one year of experience working in humanitarian contexts similar to Yemen, preferably for NGOs
- Demonstrated ability to perform complex tasks and to prioritise multiple projects
- Ability to analyse budgets for compliance with donor budget guidelines
- Confident in Program Cycle Management and Logical Framework Approach
- Ability to multi-task, prioritise and cope with competing demands under tight deadlines
- Ability to be proactive and work with minimal supervision

- Excellent interpersonal skills, culturally sensitive and adaptable
Qualifications
Advanced degree in political science, international development, economics or any other relevant field .
