Overview
Supports country office programming by providing expert technical advice and operational support to integrate gender, disability, and adolescent development into UNICEF's work.
Key Responsibilities
- Update situation analysis and conduct assessments for adolescent development and participation.
- Assess development priorities to identify opportunities for service delivery and achievement of objectives.
- Participate in CO programme formulation, planning, and preparation.
- Establish goals, objectives, strategies, and implementation plans for adolescent development programmes.
- Work with colleagues and partners to discuss strategies for adolescent rights realization.
- Ensure adolescent and child voices are considered in programme planning, implementation, monitoring, and evaluation.
- Provide technical guidance and operational support for gender equality.
- Support assessment and identification of needs for emergency preparedness and response.
- Plan and collaborate on monitoring and evaluation initiatives.
- Support strengthening of data systems and collection.
- Support high quality reporting on gender results.
- Participate in monitoring and evaluation exercises, programme reviews, and annual reviews.
- Prepare/assess monitoring and evaluation reports.
- Plan, monitor, and oversee the use of programme resources.
- Ensure timely reporting and liquidation of resources.
- Provide technical leadership to generate knowledge on the situation of children with disabilities and adolescent girls and boys.
- Work with programme colleagues and management to define, measure, and report on adolescent development, disability inclusion, and gender results.
- Submit/prepare proposals, programme/project reports to donors.
- Participate in strategic discussions, meetings, and workshops.
- Provide technical advice and guidance to government officials, NGOs, UN system, and other partners.
- Participate in cross-sectoral collaboration and coordination.
- Prepare policy papers, briefs, and other strategic programme materials.
- Provide technical advice to internal sectoral staff and external partners.
- Support the development, implementation, and monitoring of gender and disability inclusion programming.
- Lead advocacy for children with disability and adolescent rights.
- Build and strengthen strategic partnerships.
- Contribute to the preparation of advocacy and communication strategies.
- Represent UNICEF in inter-agency (UNCT) discussions and planning.
- Promote, document, and disseminate critical thinking, innovative approaches, and good practices.
- Keep abreast, research, benchmark, introduce, and implement best and cutting-edge practices.
- Support Adolescent, Disability and Gender staff in Centres of Excellence.
- Contribute to the development of policies and procedures.
- Organize/plan/implement capacity building initiatives.
Required Experience
- A minimum of five years of professional experience in social development planning (incl. gender equality and/or disability inclusion) and management in adolescent development related areas.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Experience working on children or adolescent related programming.
- Experience with women’s organizations will be an asset.
- Relevant experience in a UN system agency or organization would be an advantage.
Qualifications
An advanced university degree in one of the following fields is required: gender, development studies, law, anthropology, psychology, sociology, education or another relevant technical field
