Overview

The Chief, Human Rights Officer will coordinate the implementation of the Human Rights Due-Diligence Policy and advise on human rights matters within the United Nations Support Office in Haiti (UNSOH).

Key Responsibilities

• Coordinates the implementation of the Human Rights Due-Diligence Policy on UN support to non-UN forces.
• Advises the Head of UNSOH on human rights matters.
• Represents UNSOH on matters related to HRDDP implementation.
• Negotiates directly with relevant parties the human rights elements or concerns.
• Proposes policy directives and plan of action to United Nations bodies.
• Designs, develops and implements significant policy and program changes to address human rights issues.
• Formulates the programme of work, budget and medium-term plan of the unit.
• Develops and maintains relations with officials at the highest levels of governments.
• Coordinates and oversees human rights research initiatives.
• Manages, coordinates, organizes and supervises other human rights officers or organizational segments.
• Performs other related duties as required.

Required Experience

A minimum of ten years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. At least five years of experience of implementation in the HRDDP, including advising senior mission leadership on the policy is required. At least five years of experience in engaging with government authorities and security services on the protection and promotion of human rights in situations of heightened violence is required.

Qualifications

Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with at least two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
