Overview

Deliver training sessions on Border Management and Leadership for current and future management border personnel in the Republic of Moldova.


Key Responsibilities
  • Engage with the GIBP for adequate coverage of requested subjects.
  • Plan, prepare and deliver training sessions in November-December, 2026 to cover 50 border officers.
  • Develop trainings/workshops materials and agendas according to the set deliverables, including training agendas, presentations, materials, handouts, pre and post tests and questionnaires to measure the trainees competences in knowledge and skills.
  • Adopt a practical and applicative approach to trainings/workshops delivery, apply innovative, interactive and dynamic adult education training methods, presentation of topics in diverse ways, assigning individual, pair and group tasks, presenting and analyzing case studies, simulation exercises.
  • Undertake travel to and within Moldova as required for the implementation of the assessment objectives.
  • Prepare presentations, briefings, reports and info sheets related to the consultancy deliverables.
Required Experience
  • Didactic experience in Management and Leadership training with law enforcement authorities;
  • At least 5 years of experience in law enforcement or border management sector.
  • Prior work experience with an international organization and proven experience in supporting national authorities in capacity building on aspects related to management and leadership, such as delivery of trainings, workshops and coaching;
  • Excellent drafting skills for reporting and making recommendations;
  • Excellent ability to collaborate with national institutions;
  • Personal commitment, efficiency, flexibility, drive for results;
  • Ability to work effectively and harmoniously with counterparts and colleagues from varied cultures and professional backgrounds;
  • Strong understanding of the Moldova context on migration and border management is an asset.
Qualifications

The Consultant should possess an advanced university degree (Master’s or equivalent) in one or more of the following fields: Border security/management, Law enforcement/management, International relations, migration, or security studies, Management, Human Resources, International Relations, Law
