Overview
The National Partnerships Consultant will lead on cultivating, managing, and expanding strategic partnerships across government entities, civil society, academia, and the national private sector to advance UNFPA's mandate in Libya.
Key Responsibilities
- Serve as a primary liaison between UNFPA and national counterparts.
- Strengthen strategic partnerships with national and local authorities.
- Support the development, negotiation, and finalization of tailored Note Verbales, Memoranda of Agreement (MoAs) and other documents with government institutions.
- Conduct continuous political, social, and economic analysis.
- Lead regular engagement with authorities at central and municipal levels.
- Maintain strong relationships with implementing partners, academic institutions, and other national actors.
- Conduct ongoing mapping of national stakeholders.
- Provide regular briefings and intelligence updates.
- Develop a strategic engagement plan for national private-sector entities.
- Identify and cultivate relationships with companies and business associations.
- Translate UNFPA program priorities into compelling value propositions for the private sector.
- Coordinate with Programme teams to structure CSR partnerships.
- Support the Representative in high-level outreach, negotiation, and partnership-building efforts with corporate leadership.
- Maintain an updated database of private-sector actors, opportunities, and relationship progress.
- Prepare briefs, concept notes, and partnership pitches tailored to business audiences.
- Ensure due diligence, documentation, and compliance with UNFPA and UN policies on private-sector engagement.
- Support the preparation, launch, and management of Requests for Proposals and partner selection processes.
- Monitor partnership documentation, agreements, and compliance requirements.
- Support partners in implementing assurance recommendations.
- Conduct field visits to engage partners, assess challenges, collect feedback, and escalate issues.
- Facilitate coordination and access with government and non-government actors.
- Facilitate and support the work of consultants, advisors, and technical experts.
- Provide regular updates during Programme Team meetings.
- Provide regular updates to the Representative and International Programme Coordinator on partnership developments.
- Prepare briefs, meeting notes, and documentation of engagement with partners and authorities.
- Ensure that all partnership materials are uploaded to CO knowledge-management systems (iDocs).
- Support internal and external communication on partnership achievements.
- Analyze and interpret political, social and economic environment relevant to UNFPA mandate.
- Strengthen partnerships with national and local authorities and enhance cross-functional collaboration.
- Conduct regular mapping of local CSOs and academic institutions.
- Support the program personnel in advocating for UNFPA Libya CO Country Program deliverables.
- Communicate on daily basis with the CO program personnel to coordinate program interventions with the authorities.
- Perform any other tasks as assigned by the supervisor and manager.
Required Experience
Minimum of 2 years of experience in public sector, programme implementation, or stakeholder engagement. Experience engaging government institutions and/or private-sector actors; experience with donors and development partners is an advantage. Previous experience within the UN system and/or an international organization is an asset.
Qualifications
Bachelor Degree degree in Medicine, Medical sciences, public health, social sciences, business administration, international development, political science, communications, or a related field.
