Overview

To develop a comprehensive, feasible, and government-aligned Monitoring and Evaluation (M&E) Framework for the National Action Plan to End Child, Early and Forced Marriages and Unions (NAP ECEFMU). The framework will enable systematic monitoring, evaluation, and reporting on the plan's implementation.


Key Responsibilities
  • Develop a results-based M&E Framework including Theory of Change, results framework, indicators, and baselines.
  • Map existing data systems, develop data flow pathways, and propose collection, validation, and reporting protocols.
  • Develop user-friendly M&E tools and templates, and prepare an operational guide.
  • Facilitate stakeholder consultations, document results, and integrate feedback.
  • Support validation of the draft framework and finalize the M&E Framework and tools.
Required Experience

At least 2 years of progressively responsible experience in programme monitoring and evaluation, strategic planning, or results-based management, particularly in gender equality, women’s empowerment, or prevention and response to violence against women and girls (VAWG). Proven experience in designing and implementing results-based M&E frameworks and systems for national action plans, preferably in GBV or related social policy sectors, national policies, or multi-sectoral programmes. Solid understanding of results-based management and logical framework approaches in social development or governance sectors. Demonstrated in-depth knowledge of Philippine government systems and development planning processes. Strong understanding of the legal and policy environment on gender equality and GBV in the Philippines. Strong understanding of Philippine governance systems. Familiarity with the broader gender policy landscape in the Philippines.

Qualifications

Advanced university degree (Master’s or equivalent) in Social Sciences, Gender Studies, Development Studies, Public Policy, Public Administration, or a related field.

Languages Required
Excellent written and oral communication skills.
Languages Preferred
Working knowledge of international frameworks on gender equality and women's rights (e.g., CEDAW, SDG 5, Beijing Platform for Action). Experience in evaluation design and use of mixed methods (quantitative and qualitative) is an advantage. Experience in developing M&E frameworks that are operationalized within government systems is highly desirable.
Contract Duration
01 June to 31 October 2026
Work Modality
The consultant will be mostly home-based but will have to report to the UNFPA office when called.
Remuneration
The consultant will be paid on a per deliverable basis.
