Overview
Responsible for civilian human resource management, including policy formulation, administration, recruitment, and resource management for NATO's Supreme Allied Commander Transformation (HQ SACT).
Key Responsibilities
- Formulates ACT internal civilian Human Resources policies.
- Coordinates and defends SACT position at NATO-wide civilian personnel policy-making bodies.
- Oversees the implementation of NATO international civilian personnel policy, procedures and rules.
- Provides management advisory services and policy interpretations on civilian Human Resources management issues.
- Acts as ACT Civilian Human Resources Community Manager, providing mentoring and expert guidance.
- Proposes solutions for resolving staff grievances and disputes.
- Represents ACT as Human Resources Subject Matter Expert at NATO Administrative Tribunal cases.
- Establishes effective practices for selection and recruitment of staff.
- Develops, reviews and assesses effectiveness of performance management, training & development, and employee relations plans and programs.
- Acts as Resource Manager for the HQ SACT civilian pay budget.
- Functions as the point of contact for consultations and communication with the HQ SACT Civilian Staff Association.
- Signs contracts and termination letters for NATO International Civilians, Consultants and Temporary Staff.
- Conducts special projects and studies related to Civilian Human Resources Management.
Required Experience
University Degree or equivalent and 6 years post related experience. At least 6-8 years’ experience in Human Resource Management with 3-4 years’ experience at a higher managerial level. Substantial experience in interpreting and implementing administrative regulations and analyzing the legal implications of personnel decisions. Experience in budgeting and financial resource management in relation to employee costs.
