Overview
Coordinate Non-Technical Survey (NTS) and Explosive Ordnance Risk Education (EORE) activities, providing strategic development, programmatic direction, and technical oversight. The role also supports the nationalization of the position through mentorship and capacity building.
Key Responsibilities
- Support strategic direction of Community Liaison (CL) activities.
- Identify opportunities for synergies with other sectors.
- Provide technical inputs to concept notes and proposals for fundraising.
- Review partner proposals and budgets.
- Support technical assessment of national HMA partners.
- Review and oversee capacity development plans for partners.
- Ensure partner-led implementation meets DRC standards.
- Ensure SOPs for EORE and NTS are up-to-date and aligned with IMAS, NMAS, and GOPs.
- Advise on safe and effective management of CL tasks.
- Identify gaps and inefficiencies in CL activities.
- Organise and facilitate coordination meetings.
- Ensure CL Supervisors and HMA Managers have the ability to analyse the context.
- Maintain overview of and identify gaps in EORE sessions and ToT.
- Follow up on casualty trends and behavioral change patterns.
- Monitor efficiency of EORE delivery.
- Maintain oversight of NTS methodologies and tools.
- Develop and ensure rollout of evidence-based assessment protocols and guidelines.
- Update SOPs, protocols, and guidelines for marking Hazardous Areas.
- Establish technical criteria for SHA or CHA designation and cancellation.
- Develop pre and post-clearance protocols and communication strategies.
- Provide technical oversight of CL activities and advise on community engagement best practices.
- Analyze land release impacts.
- Coordinate the organization of HMA workshops, events, and public events.
- Ensure technical standards for NTS/EORE documentation and reporting are in place.
- Cooperate with MEAL to design, test, and implement outcome and impact monitoring tools.
- Provide compiled information on CL activities.
- Provide technical support and mentorship to national colleagues.
- Have technical oversight responsibilities over EORE/NTS Trainers, Quality Assurance team, CL Manager, and Supervisors.
- Coordinate the delivery of relevant training activities for national staff.
- Conduct ongoing reviews and maintain a register for capacity building.
- Support procurement of NTS and EORE-related equipment.
- Support Quality Management team on coordinating QA/QC visits.
- Update relevant SOPs and Technical Methodologies and Procedures.
- Attend national and international Mine Action meetings, workshops, and conferences.
- Conduct liaison with relevant stakeholders.
- Establish and maintain networks for information exchange.
Required Experience
At least 5 years of relevant experience in humanitarian mine action. At least 3 years experience managing and overseeing NTS activities. Proven experience with conducting capacity development and mentorship in the field of NTS. Demonstrated experience in strategic planning and program development. Proven experience managing complex programs and providing technical oversight across multiple locations. Proven experience developing technical standards and operating procedures. Familiarity with quality management systems in humanitarian contexts.
Qualifications
Technical certification in NTS. A master's degree in international development, humanitarian affairs, social sciences, or a related field.
