Overview

The Head of Support Services is responsible for the strategic development, management, and implementation of support operations including Finance, Human Resources, Logistics, Procurement, Administration, and IT within the country program.


Key Responsibilities
  • Lead and manage support managers and wider country support team.
  • Build the capacity of operational support staff.
  • Oversee the strategic development, management, and implementation of support operations.
  • Liaise with donors and authorities on compliance, registration, and audit.
  • Ensure appropriate technical support is available to programs.
  • Provide strategic guidance to the HR/Admin department.
  • Lead on annual master budgets and monitor expenditure.
  • Ensure adherence to financial regulations and operationalization of finance handbook.
  • Ensure sustainable supply chain and financial systems.
  • Ensure an efficient ICT operating environment.
  • Maintain and improve operational resource management.
  • Lead the development and update of the resource management component of the Country Strategy.
  • Ensure operational capacity for rapid emergency response.
  • Ensure compliance to DRC Risk Management Framework and operational Compliance Tools.
  • Develop a risk management plan for the country.
  • Review and improve Country SOPs.
  • Supervise, audit, and control operational standards.
  • Implement internal and external audit recommendations.
  • Participate in drafting project proposals.
  • Lead the mainstreaming of Project Cycle Management and partnership best practices.
  • Contribute to the delivery of DRC Lebanon’s localisation strategy.
  • Ensure administrative and legal-related systems are accurate and maintained.
  • Contribute to the development and implementation of DRC’s global development initiatives.
  • Substitute the Country Director when required.
  • Ensure ERP functionality is properly used by relevant staff.
  • Apply reports and data analytics from DRC Dynamics to improve overall performance.
  • Act as heavy user for Projects & Finance functionalities.
Required Experience
  • Minimum 7 years’ experience in a similar role in an international NGO.
  • 4 years’ experience in people management with proven leadership skills.
  • Proven operational management experiences and capability, including in complex and emergency settings.
  • Proven significant financial, information and systems management experience as well as in procurement and tender processes.
  • Understanding and experience of institutional fundraising.
  • Experience working in an ERP system, including Supply Chain, Finance and HR systems.
Qualifications

A Master’s Degree or advanced professional qualification in Finance, Business Administration, Logistics or HR
