Overview
Provide local expertise, advisory, and coordination support to the Ministry of Defense (MoD) of Tajikistan in updating relevant sections of the national normative framework, development of SOPs, and internal instructions on SALW&CA physical security and stockpiles management.
Key Responsibilities
- Ensure harmonization of finalized instruction manuals with the MoD Legal, Arms and Military Ammunition, and Engineering departments.
- Coordinate remotely with the OSCE international expert and the Office to get final versions cleared by the MoD for translation into Tajik language.
- Coordinate with the MoD legal/language services about terminology/specific terms used in the documents.
- Provide professional expertise for the final harmonization of instruction manuals.
- Compile, address, and incorporate technical and legal review comments into final versions of instruction manuals.
- Submit a report on work plan with timeline and agreed structure of the instruction manual at the end of each contractual month.
- Consolidate, address, and communicate MoD comments and recommendations to the OSCE international expert and the Office.
Required Experience
- Minimum 5 years of professional proven experience in military and security affairs, and over 3 years of experience in the SALW&CA security and stockpiles management fields.
- Experience in liaising with high level law enforcement and security agencies.
- Excellent knowledge of security and political situation in Tajikistan and Central Asia.
Qualifications
- University or equivalent military institute degree in security studies and/or military affairs.
- Bachelor's Degree (First-level university degree or equivalent).
