Overview
Provide technical assistance to the Ministry of Education and Sports (MoES) in Lao PDR for a project focused on improving digital skills and digital literacy among TVET teachers and students, enhancing career guidance and digital entrepreneurship support, and increasing awareness of digital skills' importance.
Key Responsibilities
- Conduct initial desk review of relevant government policies and technical documents.
- Lead kick-off meetings and consultations to refine the project framework, scope, activities, roles, responsibilities, and methodologies.
- Support the development of Terms of Reference for Steering and Implementation Committees.
- Consolidate and prepare the integrated Inception Report.
- Provide technical support for the development of research design for baseline and endline surveys, including sampling, analytical methodology, and data collection instruments.
- Field-test and finalize data collection instruments.
- Take technical lead in undertaking the baseline survey and prepare the baseline report.
- Undertake necessary groundwork for project implementation in areas of digital skills, career guidance, and digital entrepreneurship.
- Conduct detailed desk reviews and consultations on relevant policies, standards, systems, and technical materials.
- Determine a specific implementation strategy and detailed work plan, including documentation plans and implementing partner arrangements.
- Provide technical support to start implementing pre-school-year activities such as training of trainers and co-creation exercises.
Required Experience
- At least 7 years of professional work experience in any relevant field including ICT in education, digital pedagogy and digital learning, teaching and teacher development.
- Experience in the education sector in Laos/Southeast Asia is a strong asset.
Qualifications
Advanced university degree in relevant fields, such as education, information technology, or others relevant. In lieu of a specific academic degree, relevant experience may be considered to meet this requirement.
