Overview
Provide technical, analytical, and coordination support for strengthening the institutional and regulatory framework for climate transparency in Turkmenistan, ensuring the integration of gender equality and social inclusion into the national climate reporting system.
Key Responsibilities
- Provide technical and analytical support for strengthening the institutional and regulatory framework governing the national climate reporting system.
- Monitor developments in international climate transparency requirements and advise on their application.
- Review existing legislation, institutional arrangements, and policy documents related to climate transparency.
- Support the preparation, revision, and updating of regulatory and policy documents related to climate reporting.
- Contribute to the development and improvement of institutional arrangements.
- Provide technical support for integrating gender equality and social inclusion considerations into climate transparency policies, institutional arrangements, and reporting processes.
- Promote the incorporation of gender-responsive approaches into climate reporting methodologies, regulatory documents, and operational procedures.
- Support the identification and application of gender-sensitive indicators and gender-disaggregated data.
- Provide recommendations on strengthening the institutionalization of gender equality and social inclusion.
- Provide ongoing technical and coordination support for the preparation of national climate reports.
- Coordinate with relevant ministries, agencies, and technical institutions.
- Support quality assurance processes to ensure consistency of reporting.
- Facilitate the integration of gender and social inclusion considerations throughout the climate reporting process.
- Support the development, revision, and application of methodological guidance, reporting formats, templates, and procedures.
- Contribute to the strengthening of the national MRV/transparency system.
- Promote alignment of climate reporting methodologies with national statistical systems.
- Provide technical advice on improving reporting methodologies and institutional practices.
- Coordinate and facilitate collaboration among relevant government institutions, technical experts, development partners, and other stakeholders.
- Organize and support workshops, consultations, training events, and meetings.
- Provide technical support to interagency working groups and other coordination mechanisms.
- Contribute to knowledge sharing, dissemination of good practices, and awareness-raising.
- Prepare technical inputs, briefing materials, progress updates, and other documentation.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in providing advisory services in legal analysis, public policy, governance, gender equality, social inclusion, or a related field in the area of environmental governance and climate change, with a particular focus on national communications, NDC, etc.
- Experience in conducting gap analysis and prioritizing actions in the Government's national environmental and climate protection policies and plans with a focus on social and gender issues.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Demonstrated experience in integrating gender equality and social inclusion considerations into national policies, legislation, programmes, or development projects, preferably in the areas of climate change, environment, sustainable development, or related sectors.
- Experience in preparing reports/analyses related to the environment and climate change for government agencies/institutions/international projects or programs.
- Experience and knowledge of the guidelines /methodologies/recommendations of the UNFCCC, the Paris Climate Agreement and other international organizations on climate change.
Qualifications
- Advanced University degree (Master’s degree or equivalent) in Law, Gender Studies, Social Sciences, Public Policy, Public Administration, Human Rights, International Development, or another related field is required, OR A first-level university degree (Bachelor's degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Any relevant education, such as courses or certifications in the field of environmental studies, would be an asset.
