Overview
The role of Analyst in Circular Economy and Just Transition will contribute to the design, articulation, and implementation of the national and subnational circular economy agenda in Mexico.
Key Responsibilities
- Support the implementation of the General Law of Circular Economy, derived instruments and initiatives, including the design, development and implementation of the National Circular Economy Program, guidelines, sectoral agreements and other regulatory and public policy instruments.
- Provide specialized technical advice to SEMARNAT in inter-institutional articulation between federal dependencies, subnational governments, the private sector and other key actors, to ensure coherence and alignment of policies, programs and instruments in circular economy matters, with an emphasis on the Circular Economy Development Hubs for Well-being (PODEBI).
- Coordinate and support the generation of technical analyses, studies and knowledge products, including sectoral diagnostics, gap analyses, financing instruments, business models, roadmaps and strategic documents that support decision-making and the design of circular economy initiatives.
- Co-lead the design and structuring of a circular economy portfolio and its initiatives, ensuring its coherence with national priorities and its inter-sectoral articulation (environmental, economic, energy and agricultural), under a systemic change approach, integrating regulatory, financial, economic and governance dimensions to enable long-term sustainable transformations.
- Support project quality assurance, monitoring and evaluation processes, as well as strategic communication related to the main agreements on matters related to the work of Circular Economy.
- Maintain fluid communication with counterparts at the federal and state level, following up on commitments and institutional agreements.
- Participate in training, meetings and informational sessions on internal procedures for project staff, as well as perform other functions within their functional profile that are considered necessary for the proper functioning of the Office and the Organization.
- Facilitate the mapping, analysis and strategic articulation of initiatives, instruments and relevant actors in circular economy at the national and international level, promoting their integration under a portfolio approach oriented towards a just and green transition, which allows identifying synergies, reducing duplicities and accelerating transformative impacts in priority sectors.
- Participate and ensure substantive contributions to knowledge networks and communities of practice on topics related to the project.
- Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for the dissemination of generated knowledge and develop resources and knowledge products to share with project partners and support UNDP's involvement in this area.
Required Experience
- Master's degree with 2 years of relevant experience or Bachelor's degree with 4 years of relevant experience.
Minimum of 2 years (with Master's degree) or 4 years (with Bachelor's degree) of relevant experience at the national or international level in:
- Design and implementation of public policies, programs or projects in sustainability, circular economy, integrated waste management, climate change or sustainable development.
- Experience in inter-institutional and multisectoral coordination (public sector, private sector, international organizations).
- Participation in processes of technical analysis, knowledge generation and development of strategic instruments (roadmaps, diagnostics, regulatory frameworks, etc.).
Qualifications
- Master's degree or equivalent in relevant areas such as: environmental sciences, biological sciences, economics, public policies, environmental engineering, chemical engineering, sustainable development, public administration, international relations or related fields.
- In lieu of a Master's degree, a Bachelor's degree combined with two additional years of qualified experience will be duly considered.
