Overview

Consultant to support the coordination and implementation of a disaster risk reduction and early warning project in Djibouti, ensuring alignment with national initiatives and reinforcing early warning system capacity.


Key Responsibilities
  • Coordinate project activities with government and non-governmental partners.
  • Support the national coordination mechanism for Early Warnings for All.
  • Provide substantive support for disaster risk reduction policy coordination.
  • Assist in organizing and facilitating workshops, trainings, and meetings.
  • Organize regular coordination and monitoring meetings.
  • Support data and risk analysis activities and assist in establishing a situation room.
  • Support the organization of a SIMEX exercise.
  • Contribute to the preparation of project reports, concept notes, and other written outputs.
  • Coordinate and provide support to consultative meetings and events.
  • Support the development of Terms of Reference for the National DRR platform.
  • Assist in preparing a disaster risk reduction impact story.
  • Deliver inception and monthly progress reports.
  • Organize national workshops on early warning mechanisms, gender-responsive DRR, risk analysis, and project validation.
  • Organize monthly technical coordination meetings and bi-annual Steering Committee meetings.
Required Experience
  • A minimum of five (5) years of progressively responsible experience in disaster risk reduction, early warning systems and working with multiple partners and stakeholders is required.
  • A minimum of three (3) years of experience in project coordination, conducting consultation processes and organization of events is required.
  • Confirmed expertise in risk and disaster management is required, with significant national-level experience.
  • Experience in managing disaster risk data sets and understanding of risk analysis is desired.
  • Experience in Microsoft Office Applications is required.
Qualifications
  • Advanced university degree (Master's degree or equivalent) in information systems, information technologies, computer science, disaster and emergency management, or related area is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Fluency in spoken and written English and French is required.
Languages Preferred
Knowledge of Arabic is desired.
