Overview
This role is for an Administration and Finance Analyst on a roster recruitment. The purpose is to provide day-to-day financial management, administration, and operational support for a project, ensuring effective and transparent utilization of financial resources and compliance with UNDP rules.
Key Responsibilities
- Manage day-to-day financial operations, including processing payments, maintaining expenditure controls, and monitoring budgets.
- Prepare financial statements, bank reconciliations, and consolidated reports.
- Support funding requests, grant negotiations, and programme audits.
- Prepare, monitor, and revise programme budgets in UNDP ERP systems.
- Implement cost recovery mechanisms and maintain internal controls.
- Monitor incoming donor contributions and prepare financial reports for donors.
- Manage transaction processing and maintain a filing system for finance records.
- Coordinate project procurement activities, including planning, specifications, and contract management.
- Support recruitment processes for project personnel and consultants.
- Coordinate travel arrangements and organize project meetings, workshops, and trainings.
- Maintain project asset and inventory records.
- Ensure effective records management and monitor contract validity.
- Support preparation and monitoring of project work plans and operational plans.
- Coordinate with UNDP operations units for administrative and operational support.
- Identify operational risks and recommend mitigation measures.
- Support project closure activities.
- Ensure environmental sustainability, accessibility, safeguarding, and GESI considerations are integrated into project operations.
Required Experience
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of working experience in administration and finance.
- Experience managing donor-funded projects, preferably with UN agencies, international organizations, or development partners.
- Experience supporting audits, investigations, and implementation of audit recommendations.
- Proven experience in financial reporting, budget preparation, monitoring, cash flow forecasting, and expenditure analysis.
- Experience and knowledge of UN or UNDP or Development organization’s Financial Management, rules, regulations, policies and procedures.
- Experience coordinating administrative and operational activities for multi-stakeholder projects.
- Experience organizing workshops, meetings, trainings, conferences, and field missions.
- Experience coordinating travel arrangements, logistics, accommodation, and event management.
- Proven track record of sound understanding of Gender Equality and Social Inclusion, diversity issues.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management and use of the financial ERP packages system.
- Solid experience in working with a multi-cultured group of people and systems in high-pressure environments.
- Familiar with dealing with client relationships with international organizations, national governments and civil society.
- Demonstrated ability to ensure compliance with financial regulations, internal control procedures, and audit standards.
- Experience of IPSAS and/or IFRS.
Qualifications
- A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (master’s) University Degree in Finance and/or Accounting is required.
- A first-level university degree (bachelor’s degree) in Finance and/or Accounting in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
- Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
- Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
- Candidates with MBA or master’s in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
