Overview
Provide senior strategic and technical leadership to strengthen governance, strategic planning, and institutionalization of capital investments for health sector recovery in Ukraine.
Key Responsibilities
- Conduct analytical reviews of capital investment policies, governance arrangements, and international good practices.
- Lead the development and review of strategic frameworks, policy papers, governance guidance and technical recommendations.
- Provide strategic advice on governance and prioritization of capital investments.
- Support technical consultations, policy dialogue, and partner coordination.
- Contribute to WHO publications and technical reports.
- Prepare presentations and technical materials for national and international audiences.
Required Experience
- At least 10 years of international experience in health financing, public investment management, health economics, health system recovery, or health systems strengthening.
- Demonstrated experience advising governments on health financing reforms, capital investment planning, or health sector governance.
- Experience preparing analytical reports, policy papers, or international publications.
- Desirable: Experience working with WHO, the World Bank, EIB, EBRD, EU, or other international financial institutions.
- Experience supporting post-conflict or post-disaster health system recovery.
- Experience in capital investment appraisal, public investment management, or infrastructure planning.
- Experience facilitating policy dialogue with governments and development partners.
Qualifications
Advanced university degree (Master's or higher) in health economics, economics, public finance, public policy, health policy, public administration, or another relevant discipline.
