Officer, Risk Management and Compliance

Overview

The Officer, Risk Management and Compliance will support the Kinshasa Country Cluster Delegation and the Red Cross of the Democratic Republic of the Congo in strengthening internal control systems, governance practices, and compliance monitoring.

Key Responsibilities

• Support the integration of risk management into Country Cluster Delegation programs.
• Assess the effectiveness of internal controls and recommend corrective actions.
• Support the implementation of key initiatives related to risk management, financial accountability, and integrity.
• Track key risk indicators and monitor the implementation of risk mitigation measures.
• Monitor compliance with IFRC agreements and donor requirements.
• Support the monitoring of timely transfer of project funds.
• Support joint financial and programs spot checks and assurance reviews.
• Monitor compliance with volunteer payment protocols and verification procedures.
• Review personnel funding matrices and monitor compliance with approved staffing structures.
• Monitor adherence to end-to-end procurement processes.
• Mitigate third party risks by checking compliance to vendor due diligence and conflict of interest attestation.
• Support the development and revision of policies and procedures.
• Prepare quarterly risk and compliance reports.
• Support other National Societies in the cluster.

Required Experience

Minimum 7 years of prior professional experience in assurance audit, risk management or compliance role. Minimum 3 years in the humanitarian, development, non-profit, public sector or international organization environment. Experience supporting institutional change management processes. Demonstrated experience in designing, implementing or monitoring enterprise risk management and internal controls frameworks. Experience working with institutional donor requirements and regulatory compliance requirements. Experience working in complex operational environments with multiple stakeholders and decentralized structures. Preferred: Previous experience with a National Society, IFRC or ICRC. Experience with data analytics and reporting.

Qualifications

Bachelor’s degree in management sciences/auditing/accounting/business administration, or related discipline(s). Certification in auditing, grant management, risk management, and/or compliance. Preferred: Advanced degree in management sciences/auditing/accounting/business administration, or related discipline(s).
