Overview
The Officer, PMER role aims to enhance the quality, accountability, performance, and impact of IFRC programmes and operations by providing technical assistance and guidance on Planning, Monitoring, Evaluation, and Reporting (PMER) matters.
Key Responsibilities
- Ensure response plan and Emergency Appeal plans are updated and revised, including MEAL plan.
- Support revision of Federation-wide Appeal and transition to a unified plan.
- Support project teams in drafting proposals and log frames.
- Support scenario, contingency and transition/exit planning processes.
- Contribute to integration of Emergency Appeal into longer-term plans.
- Provide technical advice on monitoring projects, programmes and plans.
- Coordinate with IM team for data collection and analysis.
- Conduct field monitoring visits with NS programme staff.
- Ensure staff use MEAL plans, Gantt charts, ITTs, baseline–endline studies, and matrixes.
- Develop and disseminate tools to monitor CEA, protection, gender, and social inclusion.
- Design, maintain and update M&E framework, MEAL plan, ITTs and monitoring dashboards.
- Plan and conduct field monitoring visits and joint monitoring missions.
- Conduct periodic data quality assessments and support data collection, storage and protection practices.
- Serve as focal point for internal and externally implemented evaluations.
- Support use of evaluation results for IFRC learning processes.
- Update PMER manager on planned evaluations, progress, and reports.
- Facilitate lessons-learned workshops, after-action reviews and other learning exercises.
- Promote a culture of learning by documenting good practices, case studies and evidence.
- Facilitate initiating, drafting, consolidating and finalizing mandatory operation updates and pledge-based reports.
- Undertake quality control of reports, cross-checking narrative with financial data and ITTs.
- Share finalized reports with SPRM Team and keep them informed about draft reports.
- Send reminders for reports due and overdue.
- Ensure timeliness and compliance with reporting requirements.
- Support timely update of operational information on IFRC corporate platforms.
- Act as PMER focal point for the operation, ensuring coordination.
- Participate in Movement coordination mechanisms and inter-agency working groups.
- Foster synergies between IM, CEA and MEAL functions.
- Provide technical assistance and guidance for assessments.
- Support NSs in development, use, and institutionalization of PMER guidelines, templates, and tools.
- Perform other PMER-related duties and provide surge support as required.
Required Experience
- At least 3-5 years of relevant professional experience (in PMER, Result-based management (RBM), Monitoring and Evaluation, etc.).
- Strong background in report writing and product delivery to tight deadlines.
- Sound background in social research methodologies, including highly developed analytical and communication skills and the ability to assimilate and process information for wide-ranging audiences.
- Experience in the implementation of monitoring and evaluation systems for projects, programmes and emergencies.
- Experience in project planning and implementation and results-based project management.
- Experience in the implementation and facilitation of training sessions.
- Preferred: Familiarity with financial management systems (e.g. ability to explain variance between budgeted and actual expenditure).
- Knowledge and commitment to Red Cross Red Crescent Fundamental Principles and ability to model those Principles in relationships with colleagues and partners and translate them to development practice.
- Experience in working in a non-profit organisation or humanitarian organisation.
Qualifications
- A bachelor’s degree in social sciences, international development, or a related field, as well as experience in education, will be considered.
- Further training related to Project Cycle Management, Monitoring and Evaluation, and Data management.
- Preferred: IMPACT or equivalent knowledge.
