Overview

The Monitoring and Evaluation Associate will be responsible for the monitoring and evaluation, as well as administrative and partnership support of specific projects.


Key Responsibilities
  • Support the development and refinement of the overall MEL framework.
  • Contribute to the definition and refinement of indicators, targets, means of verification, data sources, and data collection responsibilities.
  • Support the integration of learning questions and adaptive feedback loops into the MEL framework.
  • Integrate Human-Centered Design (HCD) insights into the MEL system.
  • Support the documentation of qualitative insights from beneficiaries and stakeholders.
  • Contribute to defining and tracking participation quality and inclusion metrics.
  • Develop and refine user-friendly MEL instruments.
  • Support the creation of simple dashboards and templates.
  • Support the establishment of data management practices.
  • Analyze quantitative and qualitative data.
  • Translate MEL findings into clear, actionable recommendations.
  • Prepare concise MEL updates, learning notes, and briefs.
  • Support the facilitation of periodic reflection and learning sessions.
  • Support the organization and methodological design of participatory co-design sessions.
  • Support the preparation of communication materials and slide decks.
  • Contribute to the development and refinement of key project documents.
  • Support the review and finalization of project outcomes, outputs, activities, and targets.
  • Support the establishment and operation of monthly and quarterly reporting mechanisms.
  • Track project expenditures against approved budgets.
  • Liaise with UNDP finance and operations units.
  • Compile and synthesize data to support project work plans, budgets, and implementation arrangements.
  • Support coordination, planning, and day-to-day implementation of project activities.
  • Ensure quality and timeliness of delivery by consultants, beneficiaries, and contracted companies.
  • Ensure compliance of project business processes with UNDP Project Operational Policies and Procedures (POPP), Standard Operating Procedures (SOP), and applicable procurement, finance, HR, IT, and operational rules.
  • Provide administrative and logistical support to project delivery.
  • Support project procurement and contracting processes.
  • Support recruitment and engagement of local and international experts.
  • Maintain project records, correspondence, files, contact lists, and other implementation documentation.
  • Support knowledge building, knowledge sharing and capacity building relevant to the project.
  • Participate in training and organize briefings on internal procedures.
  • Provide support to other capacity building activities.
  • Provide support in the dissemination and sharing of relevant data and lessons learned.
  • Keep pulse on emerging best practices nationally, regionally, and internationally.
  • Make sound contributions to knowledge networks and communities of practice.
  • Support compiling and systematizing project knowledge, products and tools.
  • Perform other duties within their functional profile as deemed necessary.
Required Experience

Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of relevant experience in M&E, research, data analysis or programme support. Experience and knowledge of monitoring, evaluation and reporting tools, both online and offline. Experience in preparation of financial reports and overviews. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Desired: Experience in conducting monitoring and evaluation of projects, as well as developing M&E and Learning frameworks. Proven experience in conducting quantitative, qualitative and mixed research projects analysis. Experience and knowledge of project management and implementation processes. Experience with internationally accepted policy evaluation methods.

Qualifications

Secondary education is required. A University degree (Bachelor´s degree) in Social Sciences, Economics, Business/Public Administration, or related field will be given due consideration, but is not a requirement.
