Overview

The Project Management Specialist will assist in providing high-quality professional project implementation support and technical advice and assistance in the overall delivery of the EU-PH Green Economy Partnership (SO2). The role involves supporting the Project Manager in day-to-day management, partner engagement, and ensuring project targets are met.


Key Responsibilities
  • Provide technical advice and assistance in the overall implementation of the project (GEP-SO2).
  • Contribute to day-to-day management of the project, including effective project implementation, delivery and quality checks.
  • Identify new/innovative and context-specific areas of engagement.
  • Ensure timely preparation and revision of documents, briefing notes, reports, and related documentation.
  • Undertake field visits to oversee project implementation.
  • Ensure timely implementation of project activities including submission of progress reports to donor, development of annual work plans and budget monitoring.
  • Provide support in managing and supervising the PMU, LGU advisors, technical specialists, consultants, and partners.
  • Provide technical guidance in advancing a circular economy.
  • Supervise LGU Advisors and project analysts in supporting the programming and implementation of circular economy portfolio work plans.
  • Monitor and track LGU level project delivery.
  • Drive implementation acceleration by developing and monitoring acceleration plans.
  • Oversee technical and procurement activities.
  • Undertake regular project activity monitoring and budget monitoring.
  • Contribute to project communications and visibility efforts.
  • Strengthen strategic partnerships with national government agencies, private sector and civil society groups.
  • Ensure coherence and identify and foster synergies with other SO implementing partners.
  • Contribute to improve coordination and collaboration with other institutions.
  • Contribute to donor coordination and timely information sharing.
  • Act as focal point in project progress, coordination/planning meetings with project partners.
  • Attend workshops/conferences and events on Circular Economy.
  • Contribute in reviewing and finalizing meeting minutes, briefing notes, and presentations.
  • Ensure timely documentation of project activity updates, data gathering, lessons learned, best practices, and case studies.
  • Assist in the oversight of knowledge generation and learning outputs.
  • Undertake review and also assist in writing project progress reports, policy briefs, progress updates, and related documents.
  • Undertake review and also assist in writing and reviewing assessment reports, monitoring and evaluation between portfolio intent and implemented activities, research reports, and strategies/policies.
  • Ensure inclusive approach is reflected within all actions and implementation.
Required Experience

A minimum of 7 years (with master´s degree) or 9 years (with bachelor´s degree) of professional experience including demonstrated experience in 1) managing teams of diverse technical experts and field officers and personnel, supporting local governments, 2) overseeing project implementation, delivery tracking, and performance monitoring for large scale, multi-million dollar development project and 3) providing technical leadership in the field of circular economy, which includes but not limited to sustainable consumption and production, upstream measures for waste avoidance, resource recovery towards waste diversion, emerging clean/green technologies and business models, or circular economy investments. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.

Qualifications

Advanced university degree (master’s degree or equivalent) in Environmental Management, Engineering, Economics, Industrial Ecology, Sustainable Development, or other relevant fields is required, or; A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
