Technical Officer, Communications, Navigation and Surveillance

Overview

This role focuses on providing technical guidance and expertise in aeronautical communications, navigation, and surveillance systems, as well as radiofrequency spectrum management.

Key Responsibilities

• Analyze problems and recommend solutions in CNS systems and radiofrequency spectrum management.
• Propose amendments to ICAO technical annexes and related documents.
• Maintain awareness of trends and developments in CNS systems and spectrum management.
• Prepare technical studies and working papers for ICAO governing bodies.
• Develop working papers for the ICAO Council, ANC, and international meetings.
• Serve as Secretary and/or manage or support CNS panels and study groups.
• Draft correspondence, technical studies, and publications for Member States and international organizations.
• Provide advice, guidance, and technical expertise on CNS systems and radiofrequency spectrum management.
• Actively promote ICAO strategy and policy on spectrum management in international fora.

Required Experience

A minimum of seven (7) years of experience in the technical, operational and procedural aspects of aeronautical communications, navigation and surveillance (CNS) including radiofrequency spectrum management, in an international environment. Experience with project planning/management methods.

Qualifications

An advanced-level university degree (Master’s degree or academic equivalent) in electronics engineering (telecommunications), or related field, is required. A first-level university degree in combination with two additional years of qualifying experience in electronics engineering (telecommunications), or related field, may be acceptable in lieu of the advanced university degree.
